MVS/Quick-Ref Software Maintenance   2

The Bureau of Fiscal Service (Fiscal Service), on behalf of the Fiscal Service Office of Information and Security Services (ISS), intends to make award on a sole source basis to Chicago Soft, Ltd. for maintenance for MVS/Quick-Ref Software LPAR MIPS Software licenses. No alternative source/competitive vendor or regulatory agency has been identified as a provider of this software maintenance. The proposed Contractor developed and owns the propriety and patented hardware, software and algorithms that are used in these products and support the services specifically required for this acquisition; thereby the proposed source has the sole unique technical and other resources required for this acquisition.

The Office of Information and Security Services (ISS) requires maintenance for their MVS/Quick-Ref Software, which is a mainframe product that provides instant online access to message descriptions and programming information on MVS systems. As licensed products, this software is proprietary to the OEM and has various legal restrictions for use and maintenance. Only the software developer has the rights to the source code which is required to make changes and corrections to the software.

No other source is authorized for license, maintenance, or technical support of this proprietary software. In addition, only the developer has the expertise to provide the maintenance required for the software, therefore it is not provided by any other entity.

The period of performance for the purchase order is anticipated to be one 12-month base year and four (4) 12-month option years.

NO SOLICITATION IS AVAILABLE. A request for more information will not be considered an affirmative response to this Special Notice. Telephone responses or inquiries to this Special Notice will not be accepted.

Qualified Contractors that feel they offer the same or similar product that can meet the Government's need shall provide the following for consideration:

1. The name and location of your company, contact information, and identify your business size (Large Business, Small Business, Disadvantaged Business, 8(a), Service-Disabled Veteran Owned Small Business, HUBZone, etc.). Please ensure contact information includes the name of the point of contact, email address, and telephone number, should the Government have questions regarding individual responses.

2. UEI number.

3. Specific details of the product(s) that your company offers in regard to this notice.

4. Whether your content is available through a Government contract vehicle or Open Market.

5. A brief capabilities statement (not to exceed 5 pages) that includes a description of your company's standard line of business, as well as a list of customers to whom your company currently provides the specific required content.

6. Responses must include sufficient evidence that clearly shows your company is capable of providing the content description in this notice.

Responses received will be reviewed; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no written response is received by the aforementioned deadline, then Fiscal Service will proceed with making an award on a sole source basis to Chicago Soft, Ltd.

The following file extensions are not allowable and application materials/data submitted with these extensions cannot be considered:

.bat, .cab, .cmd, .com, .cpl, .dot, .dotx, .exe, .hqx, .hta, .mim, .mp3, .mp4, .pif, .rar, .scr, .vbs, .uu, .uue, .vbs, .wsf, xxe,.wmv, html, mhtml, and .zip files

Microsoft Office and Adobe compatible documents are acceptable.

No other information regarding this Special Notice will be provided at this time.

Fiscal Service may consider information received no later than 11:00 a.m. EST on Tuesday, August 22, 2023, submitted to purchasing@fiscal.treasury.gov, Referencing SS-FSA-23-095 MVS/ATTN:EMARSHALL-TWIGGERS.
