Description

This is a Justification and Approval (J&A) for Access Cover is being posted as required by FAR 8.405-6(a)(1)(A). The J&A is attached to this notice

Background
The General Services Administration (GSA) Assisted Acquisition Services (AAS) is issuing this Limited Sources Justification (LSJ) for a bridge task order to support the Marine Medium Tiltrotor Training Squadron 204 (VMMT-204), United States Marine Corps (USMC) at New River, Marine Corps Air Station (MCAS).

VMMT-204 is the Department of Defense's largest source of MV-22 Osprey pilot and crew training, responsible for training USMC, USAF, and USN personnel. The urgent need for aircraft maintenance services arises from a previous competitive task order being under an automatic stay due to a Government Accountability Office (GAO) protest, necessitating immediate action to prevent service disruption.

Work Details
The bridge task order will provide Maintenance Support (CMS) for the MV-22 Osprey aircraft. The CMS will include:
- Maintenance for 22-24 MV-22 aircraft used for pilot training across multiple military branches.
- Augmentation of USMC maintenance personnel with skilled and certified maintainers to ensure aircraft availability.
- Performance of troubleshooting, inspections, corrosion prevention/treatment, servicing, lubricating, adjusting, and removal/replacement of aeronautical components.
- Coverage of maintenance activities with 24-hour operations during the week and limited coverage on weekends.

This contract is critical as it sustains operations that directly impact pilot training for the USMC, USAF, USN, and Japanese Defense Force personnel.

Period of Performance
The period of performance for the bridge task order will consist of a nine-month base period to minimize any lapse in service while allowing concurrent completion of a competitive task order action.

Place of Performance
The contract will be performed at Marine Corps Air Station (MCAS) New River, North Carolina.
