MUNITIONS STORAGE AREA, JOINT-BASE-MDL (McGuire AFB), New Jersey   2

The U.S. Army Corps of Engineers, New York District intends to issue a solicitation package seeking to award a firm fixed-price, construction contract award through the Invitation for Bids (IFB) solicitation process. The project is open to all competition and not restricted to small business firms.

The project description is as follows: The construction of 27 concrete, earth-covered, single bay igloos, each with blast-resistant concrete foundations, floors, walls and ceilings; blast doors, ventilation, electrical power and lighting, fire detection systems, intrusion detection systems, grounding, and lighting protection systems. Included in the scope will be the construction of a munitions maintenance administration facility to house administration personnel and controls. This facility will be constructed with concrete foundation and slab; metal stud walls with a brick veneer exterior.

There will also be an addition to the existing munitions maintenance shop of one bay to accommodate weapons assembly and disassembly. It will also be constructed with a concrete foundation and slab, blast-proof concrete exterior and partition walls with brick veneer; a blast proof concrete ceiling overhead monorail hoist system; communications, and security systems; SSMR, oil fired boiler and reciprocating chiller HVAC system; plumbing system, fire detection and suppression systems; electrical power and lighting systems. The project includes pavements, site improvements, utilities, demolition, security fencing, fire-main, a fiber optic a communication duct-bank and two-foot-high earth berms over the igloos, remediation, temporary office trailers, and all necessary utilities. Wetlands coordination and County permitting will also be the contractor's responsibility and necessary.

It is anticipated that the IFB will be issued on or about 1 November 2021 and the proposals will be due about 30 days later. The project plans & specifications will be posted electronically and any and all amendments shall be likewise posted. Hard copies will not be available. It is the contractor's responsibility to monitor the web-site for any amendments. Offerors are required to be registered in the System for Awards Management (SAM), located at www.sam.gov. Award will be made to the best value & responsible Offeror.

The period of performance for this project is approximately 720 calendar days from the Notice to Proceed date. The specifications will be posted electronically via the beta SAM website. The applicable North American Industry Classification System (NAICS) code is 236220 for Commercial & Institutional Building Construction. The magnitude of this construction is estimated to cost between $20,000,000 and $50,000,000.

Offers will be submitted to the U.S. Army Corps of Engineers, Contracting Division, Floor 16-300, 26 Federal Plaza, New York, NY 10278 or DOD safe site. All questions must be submitted in writing via email, fax, or mail to the POC. The media selected for issuance of Synopsis/Solicitation and amendments shall solely be at the discretion of the Government; accordingly, the media utilized for this project shall be the internet. Telephone, email or fax requests for the solicitation will not be accepted or honored. Paper copies of this solicitation and amendments, if any, will not be available or issued. Plans and specifications will NOT be provided in hard paper copy or CD-ROM format. The solicitation and all amendments for this acquisition will be posted on a secure Government website once the solicitation is issued. Interested parties may download and print the solicitation at no charge from the website. All vendors who want access to the solicitation must be registered with System for Awards Management (SAM), located at www.sam.gov.
