This solicitation was previously W912ER-20-R-0014 but was changed to W912ER-22-R-0007 to reflect the fiscal year in which the award will be made. All attachments to this solicitation will reflect the old solicitation number (W912ER-20-R-0014) but will be changed to the new solicitation number upon award.

The U.S. Army Corps of Engineers (USACE), Transatlantic Middle East District (TAM) has a requirement for a Design-Bid-Build (DBB) construction of a new Munitions Storage Area (MSA) located at an undisclosed location in the Kingdom of Jordan. The project will be constructed in accordance with current building codes, safety, and security standards as described in the attached draft Summary of Work. This project will be awarded based on the CLINs in the bid schedule and possible award of optional CLINS, to a single offeror.

This acquisition will be competed full and open for a single award of a firm-fixed-price (FFP) construction contract. Award will be made to the offeror who represents the best overall value to the Government and has been determined to be responsible in accordance with FAR Subpart 9.1. In determining best value, the Government will use a best value tradeoff (BVTO) source selection process. See the attached RFP for further details.

This project includes earth covered magazines (bunkers) to store up to 3.0M Net Explosive Weight (NEW) munitions storage with the necessary associated paved roads, security fencing, and lightning protection. Munitions support facilities such as Conventional Ammo Maintenance, Precision Guided Munitions (PGM) Maintenance, Trailer Maintenance, and Administrative Facilities will be included.

The MSA will have the necessary access roads and culverts wide enough to support typical munitions vehicles and trailers, communication and electrical, fire protection/distribution, water, wastewater utilities for a complete and useable MSA.

The estimated magnitude of this project is between $25,000,000 and $100,000,000.

The appropriate Northern American Industry Classification System (NAICS) code for this procurement is 236220 -- Commercial and Industrial Building Construction, and the Small Business Size Standard is $39,500,000.

The Period of Performance for this project is 870 calendar days from Notice to Proceed (NTP).
