INTRODUCTION

The Department of the Army, U.S. Contracting Command New Jersey (CCNJ), Picatinny Arsenal, NJ, is issuing this sources sought notice in the form of a survey, on behalf of the Project Manager Close Combat Systems (PM CCS), as a means of conducting market research to identify potential sources that can manufacture, deliver, and support the Standoff Activated Volcano Obstacle (SAVO) system.

ITEM DESCRIPTION

PM CCS is seeking sources that can manufacture, deliver, and support the SAVO system. The SAVO is a system consisting of a ground based tactical base plate (dispenser) that utilizes fielded initiation systems (M7 Spider, Remote Activation Munition System (RAMS), and Blasting Machine) to launch anti-vehicle (AV) and anti-personnel (AP) mines from fielded M87 and M87A1 tactical Volcano canisters, and inert mines from M88 practice canisters. The SAVO system will provide forces with the ability to emplace doctrinal size and density minefields in accordance with Army Techniques Publication (ATP) 3-90.8, Combined Arms Countermobility Operations. SAVO will directly enhance mission effectiveness for directed close tactical obstacles. The SAVO also provides training capabilities via a Training Aides, Devices, Simulators and Simulations (TADSS) base plate. This training base plate will replicate the form, fit, and weight of the Tactical SAVO. The trainer will utilize M89 inert canisters to simulate functionality, the user will receive confirmation of proper use via sight and sound indicators.

REQUIRED CAPABILITIES

The Government requires sources that can manufacture, deliver, and support the SAVO system. The manufacturer should be able to produce a base quantity range of 600 800 ground based tactical and trainer base plates (dispenser) annually as well as be able to surge up to 900 quantities to accommodate additional customer requirements. The manufacturer must be capable of conducting First Article Acceptance Testing within 9 months after contract award. In addition the manufacturer must have prior experience interfacing with fielded initiator (Spider M7, RAMS, and Blasting Machine) and mine systems (Volcano).

SURVEY/SOURCES SOUGHT NOTICE SUBMISSION DETAILS

The intent of this survey/sources sought notice is to identify potential sources that have current, relevant past and present experience, capabilities, and certifications, as identified within the Survey. If your organization has the capacity and adequate resources (technical, manufacturing, quality certification, personnel, etc.) to provide the required products/systems, please provide the response to the below questionnaire. If a respondent does not currently have capacity and adequate resources available, the respondent must be able to demonstrate ability to acquire the capacity and resources to produce/deliver up to 900 quantities and be capable of conducting first article within 9 months after contract award.

Your response to this survey/sources sought notice, including any capabilities statement, shall be electronically submitted, within 9 calendar days from the date of this publication, to the CCNJ Contract Specialist, Chad Hudelson in either Microsoft Word or Portable Document Format (PDF), via email at chad.k.hudelson.civ@army.mil. The submission shall reference Sources Sought for Munition, Standoff Activated Volcano Obstacle (SAVO) in subject line of the e-mail and on all enclosed documents. Information and materials submitted in response to this request WILL NOT be returned. DO NOT SUBMIT CLASSIFIED MATERIAL.

Please identify any proprietary information submitted. All information submitted will be held in a confidential status.

As a reminder, this survey/sources sought notice is not a procurement action, but simply an inquiry among potentially interested organizations. There will be no compensation by the Government for your response to this questionnaire.
