Background
The Veterans Health Care System of the Ozarks (VHSO) is seeking a contractor to provide municipal waste disposal services. This contract aims to ensure proper collection, transportation, and disposal of municipal solid waste and recyclables at the VHSO facility located in Fayetteville, Arkansas. The contractor will play a crucial role in maintaining the cleanliness and environmental compliance of the facility, which serves veterans.

Work Details
The contractor shall provide all labor, equipment, and materials necessary for the collection, transport, and disposal of municipal solid waste and recyclables (including cardboard, metals, pallets, plastics/aluminum) at the Veterans Health Care System of the Ozarks. Key tasks include:
- Providing management, supervision, labor, materials, equipment, tools, supplies, consumables, parts, and related services.
- Excluding hazardous and medical waste from services.
- Conducting pickups three times a week for solid waste (Mondays, Wednesdays, Fridays) and twice weekly for unbaled cardboard (preferably Mondays and Thursdays).
- Monthly pickups for wooden shipping pallets and commingled plastic/aluminum recyclables.
- Maintaining contractor-owned 30 cubic yard roll-off dumpsters for various types of waste.
- Ensuring all services comply with VA, OSHA, DOT, EPA regulations as well as applicable State/local laws.
- Providing 24/7 emergency response capability with on-site arrival within two hours of notification for emergency service calls.
- Submitting monthly tonnage reports detailing weights of various recyclables and solid waste disposed.

Period of Performance
Base Period: 10/01/2026 - 09/30/2027; Option 1: 10/01/2027 - 09/30/2028; Option 2: 10/01/2028 - 09/30/2029; Option 3: 10/01/2029 - 09/30/2030; Option 4: 10/01/2030 - 09/30/2031.
