This is a pre-solicitation notice for the upcoming Multiple Award Task Order Contract (MATOC) for Resilient Architect-Engineering (A-E) Services (RAES). The Government intent is to establish a $3.4 Billion IDIQ contract; each basic IDIQ contract within the MATOC will have a maximum ordering period of ten years comprised of One (1) five-year base period, with One (1) five-year option period for A-E Title I and Title II services in support of FSRM and MILCON projects. This action is a Partial Small Business Set-Aside, with a Woman-Owned Small Business (WOSB) reserve under NAICS 541330 ($25.5M size standard). A DRAFT Synopsis containing detailed information on the scope, submission requirements, and evaluation criteria is attached to this notice for industry review and planning. Please note the following important announcement: *** VIRTUAL INDUSTRY DAY *** (completed). The Government will host a virtual Industry Day on Tuesday, 16 December 2025, at 1400 Central Time to discuss this requirement and answer questions. Firms interested in attending this event MUST RSVP by 1400 CST on 15 December 2025 by emailing their company name, CAGE code, and up to two attendee names to the Primary POC, Samuel Mendez, at samuel.mendez@us.af.mil and secondary POCs: Salvador Castillo, at salvador.castillo@us.af.mil and Monica Gallegos, at monica.gallegos@us.af.mil.

The anticipated, official synopsis is expected to be posted between 30 January 2026 and 5 February 2026 with a final SF330 submission deadline 30 days after issuance of the solicitation/synopsis.

Background
The Department of the Air Force (DAF) and the Department of the Army (DA) are issuing a pre-solicitation notice for a Multiple Award Task Order Contract (MATOC) for Resilient Architect-Engineering Services (RAES). The Government aims to establish a $3.4 Billion Indefinite Delivery Indefinite Quantity (IDIQ) contract, with each basic IDIQ contract having a maximum ordering period of ten years, including one five-year base period and one five-year option period. This contract is partially set aside for small businesses, with a specific reserve for Woman-Owned Small Businesses (WOSB). A DRAFT Synopsis containing detailed information on the scope, submission requirements, and evaluation criteria is attached for industry review and planning.

Work Details
The MATOC will provide Architect-Engineer (A/E) Services to support design and construction objectives for both the DAF and DA. The services include:

1. Full or abbreviated multi-disciplinary planning, design, and construction phase design services for new vertical facilities;
2. Sustainment, restoration, modernization, and demolition of existing vertical facilities;
3. Design reviews and construction phase services;
4. Innovative passive design decisions to enhance mission resilience;
5. Support to government project managers in negotiations with construction contractors;
6. Review of design/engineering documents from other A/E firms;
7. Process improvements through pilot projects;
8. Obtaining necessary permits and approvals from authorities as needed.

Specific services under Task Orders (TOs) may include: Design Phase Services (Title I) such as field surveys, contract plans preparation, cost estimates, Building Information Modeling (BIM), energy modeling, seismic retrofit design, etc.; Construction Phase Services (Title II) including supervision and inspection of construction projects; Other A/E services related to studies, investigations, planning support, environmental assessments, etc.

Place of Performance
Services will be performed across all states within the United States and outlying territories where US installations supported by the DAF or DA are located.
