The United States Property and Fiscal Office (USPFO) Purchasing and Contracting Division, Guam Army National Guard (GUARNG), is seeking on behalf of the Family Programs Office (FPO) to enter into a Multiple Award Master Blanket Purchase Agreement (BPA) for their Guam National Guard (GUNG) Youth Camp services requirement. Notice to Offeror(s): Funds are presently available for this effort. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number is W911YU-25-Q-A016. This solicitation is issued as a Request for Quotation(RFQ.) The solicitation document and incorporated provisions/clauses are those in effect through the Federal Acquisition Circular (FAC) 2025-03 (17 January 2025), Defense Federal Acquisition Regulation Supplement Change 17 January 2025, and Service Contract Act Wage Determination#2015-5693, Revision #23.The United States Property and Fiscal Office (USPFO) for Guam, Purchasing and Contracting Division, seeks to enter into Multiple Award Master Blanket Purchase Agreements (BPA) for GUNG Camp in support of GUARNG Family Programs Office within the Territory of Guam. The total of the BPA Calls (individual orders for services) placed against each master BPA shall not exceed $250,000.00.The maximum limit for any individual BPA Call shall not exceed $25,000.00. There is no guaranteed minimum. A BPA is an agreement, not a contract or purchase order. It is like a charge account that sets forth terms and conditions prior to an actual purchase. The Government is not obligated to purchase any definite amount under this BPA. If need arises, an authorized representative of the Government may issue an order following the procedures outlined in the BPA. If the BPA holder accepts the order, then a binding contract between the Government and BPA holder will exist for the specific order GUARNG will have up to three (3) vendors to support this requirement. Calls/order will be issued among each vendor simultaneously on a twelve (12) month basis among Master BPA holders for GUARNG as request by email. Failure to provide responses in a timely manner may result it being determined non-responsive. The Government may on-ramp and off-ramp Contractors at any point determined to be in the Best Interest of the Government.
Background

Work Details
The contractor will be responsible for providing various services related to the GUNG Youth Camp, including:
1. Meal Provision: The contractor must provide one meal (lunch) and two snacks per day for approximately 125 attendees, ensuring that lunch menus remain at or below the per diem cost allotted for meals in the venue area.
2. Setup and Cleanup: The contractor is responsible for all setup and cleanup related to meals served during the camp.
3. COVID-19 Risk Mitigation: The contractor must implement risk mitigation strategies including hand sanitizing stations, seating arrangements based on CDC guidelines, personal mask provisions, temperature checks, and sanitation measures as required by current guidelines.
4. Hours of Operation: The camp will operate from 0730 to 1630 daily, accommodating children aged 6-18 years old.
5. Invoicing: All invoices must be submitted in English, billed in US Dollars, and include itemized details as specified by the contracting office.

The services will be performed within the Territory of Guam.
