Government adds the Primary NAICS to the RFP letter and specifies the associated small business standard (see page 1 of the RFP letter). This is a combined synopsis/solicitation for a Multiple Award Indefinite Delivery, Indefinite Quantity (IDIQ) for Brand Name equipment for Program Management of Protection and Integration (PM-PI) (formerly known as Special Forces). The ceiling value of the IDIQ is $200M (5-year ordering period with options). This requirement is a small business set-aside.

Offerors are not required to quote and be able to provide all items in the catalog to submit a bid for this IDIQ.

Please thoroughly review the attached RFP letter and seven (7) attachments. All instructions in the RFP letter must be followed.

Please also note the following key dates. Please reference the RFP letter for full instructions regarding these submissions:

-May 6, 2024: All questions about this solicitation and resulting IDIQ are due in the format provided in Attachment 1 - RFP Q&As, via email to Laura.Farren@gsa.gov, with a copy to Victoria.Howland@gsa.gov and Randolph.Bonin@gsa.gov by May 6, 2024 (end of day). No verbal inquiries will be honored. No questions of any nature or form will be directed to any personnel other than those listed above. The Government will not pay for any information received in relation to this solicitation.

-June 12, 2024: Proposals due by 4 PM EST. Respondents are responsible for ensuring that their proposal is fully compliant to all RFP instructions, submitted to the individuals specified in the RFP letter, and ensuring confirmation of receipt is received.

Background
This is a combined synopsis/solicitation for a Multiple Award Indefinite Delivery, Indefinite Quantity (IDIQ) for Brand Name equipment for Program Management of Protection and Integration (PM-PI) (formerly known as Special Forces). The ceiling value of the IDIQ is $200M (5-year ordering period with options). This requirement is a small business set-aside. The IDIQ scope includes a catalog of commercial off the shelf (COTS) items that are brand name specific and enhance the survivability, readiness and mobility of individual SOF operators who are routinely engaged in critical, arduous, “no fail” missions that are integral to national security objectives. The PM-PI requires highly specialized brand name equipment to perform their missions effectively. PM-PI testing and operational use has demonstrated that only these brand names are capable of meeting the associated requirements of the Special Operator.

The work details include specific requirements such as providing a copy of the QCP table of contents, brief description of each of the QCP program elements, identification of four elements of the QC program, providing copies of the chosen elements, Section 508 compliance details or evidence of a Section 508 waiver, project summaries of three contracts and/or delivery orders completed within the past five years similar in size and scope to this IDIQ, OCI Statement in accordance with the Organizational Conflict of Interest (OCI) clause, filling out proposed ceiling unit pricing in Attachment 3 - IDIQ Catalog, providing information about offeror in Attachment 3 - IDIQ Catalog, filling out and submitting C-SCRM Questionnaire as part of their proposal.
