Description

This procurement will result in a Multiple Award Contract, Indefinite Delivery, Indefinite Quantity Contract for Traffic Engineering and Transportation Planning Services as described below. It will be procured in accordance with the Selection of Architect and Engineers Statute (formerly the Brooks Act) as implemented by FAR Subpart 36.6. Traffic engineering and Transportation planning services are required for projects located primarily in Hampton Roads Area of Responsibility (AOR), the location of the Regional Engineer, Commander, Navy Region Mid-Atlantic. Projects may also be awarded to serve the entire NAVFAC Mid-Atlantic AOR which includes the states of Virginia, North Carolina, South Carolina, Georgia, Delaware, Pennsylvania, New Jersey, New York, Connecticut, Rhode Island, Massachusetts, New Hampshire, Maine, West Virginia, Indiana and Illinois. The Mid-Atlantic Region offices are located in Norfolk, Virginia. Expected primary areas for work from these contracts will be in Virginia, North Carolina, Great Lakes, and Maine; however, work can be awarded for any location within the Mid-Atlantic Region. Some work could be located in other areas within NAVFAC Atlantic's AOR and NAVFAC worldwide.

Background
The Naval Facilities Engineering Systems Command Mid-Atlantic (NAVFAC MIDLANT) is soliciting a Multiple Award, Indefinite Delivery/Indefinite Quantity (IDIQ) Architect-Engineer (A-E) contract under the Brooks Act.

The goal is to support design, planning, analysis, and implementation of transportation infrastructure projects primarily for Commander, Navy Region Mid-Atlantic (Hampton Roads AOR) and throughout the NAVFAC Mid-Atlantic area of responsibility.

Work Details
Provide full-spectrum A-E services in Traffic Engineering and Transportation Planning, including but not limited to:
- existing conditions assessments
- traffic impact studies and modeling
- signal system and roadway design
- corridor and multimodal studies
- parking and circulation planning
- pedestrian and bicycle facility planning
- transit and mobility studies
- development of transportation master plans
- preparation of engineering drawings, specifications, and cost estimates
- technical support during project implementation and construction

Period of Performance
To be defined by individual task orders issued over the life of the MAC IDIQ contract.

Place of Performance
Work will be performed primarily in the Hampton Roads Area of Responsibility (AOR) with the Regional Engineer based in Norfolk, Virginia.

Projects may also be awarded anywhere within the NAVFAC Mid-Atlantic AOR, which includes Virginia, North Carolina, South Carolina, Georgia, Delaware, Pennsylvania, New Jersey, New York, Connecticut, Rhode Island, Massachusetts, New Hampshire, Maine, West Virginia, Indiana, and Illinois.

Additional task orders may be issued in NAVFAC Atlantic’s AOR and worldwide.

Bidder Requirements
Offerors must be registered Architect-Engineer firms qualified under the Brooks Act with demonstrated expertise in traffic engineering and transportation planning.

Firms should hold all required professional licenses and have prior experience supporting similar federal infrastructure projects.
