Multiple Award Indefinite Delivery Indefinite Quantity (IDIQ) for General Construction Services in Pennsylvania of PBS Region 3

Procuring Agency

The General Services Administration (GSA), Mid-Atlantic Region 3, Public Building Services (PBS), Acquisition Management Division, intends to issue a Request for Proposal (RFP) for a Multiple Award Indefinite Delivery Indefinite Quantity (IDIQ) contract that provides for an indefinite quantity General Construction Services.

Description of Services

The scope of this proposed procurement includes the provision of the following services:

  1. Construction services, including, but not limited to: general office renovation; interior construction; exterior construction repair; general repair and alteration work; installation of new and the alteration of existing power panels; carpet and carpet tile replacement; painting; HVAC ductwork modification; modification of existing building fire sprinkler systems; plastering and plaster repair work; sidewalk repairs/replacement; asphalt/concrete paving;
  2. Alteration services, including, but not limited to: electrical, carpentry, masonry, plumbing, mechanical, architectural, landscaping, storm drainage, exterior restoration, waterproofing, re-pointing, cleaning, sealing, design-build services; roofing involving installation, repair and alteration, and removal; and paving relevant to property and roads owned, leased or otherwise under the control of GSA, or other authorized Federal agencies; and other related work.
  3. Additionally, design work incidental to construction as well as design/build work are included.

The GC may be required to utilize the following deliver methods to deliver projects for the GSA;

1. Design/Bid/Build (DBB) Traditional

2. Design/Build (D/B)

The geographical location for this requirement is expected to cover the following areas:

    1. Adams, Allegheny, Armstrong, Bedford, Beaver, Berks, Blair, Bradford, Butler, Cambria, Cameron, Carbon, Centre, Clarion, Clearfield, Clinton, Columbia, Crawford, Cumberland, Dauphin, Elk, Erie, Fayette, Forest, Franklin, Fulton, Greene, Huntingdon, Indiana, Jefferson, Juniata, Lackawanna, Lancaster, Lawrence, Lebanon, Lehigh, Luzerne, Lycoming, McKean, Mercer, Mifflin, Monroe, Montour, Northampton, Northumberland, Perry, Pike, Potter, Schuylkill, Snyder, Somerset, Sullivan, Susquehanna, Tioga, Union, Venango, Warren, Washington, Wayne, Westmoreland, Wyoming, and York Counties
    2. *Not including: Philadelphia, Delaware, Chester, Montgomery, and Bucks Counties
  2. West Virginia:
    1. Ohio County

Contract Value

The Maximum Ordering Limit (MOL) for this contract vehicle is $25,000,000.00. Meaning the cumulative total for all task orders awarded to all contractors over the life of the contract (5 Years) shall not exceed $25 Million.

The anticipated ordering limits are expected to be between $250,000.00 and $3,613,000.00 (Prospectus). The typical task order is expected to be between $250,000.00 and $750,000.00.

Competitive Procedures

This procurement will be competed utilizing full and open competition after exclusions in accordance with FAR 6.2. Pennsylvania Multiple Award IDIQ be set aside for all small business IAW FAR 6.203 and FAR19.502-2. The intent to solicit as a Total Small Business Set-Aside with allowing socioeconomic concerns selection factor defined in FAR 19.000(a)(3). Firms with a Small Disadvantaged Business designation will receive a higher ranking under the Technical Factor Socioeconomic Concern Status (see selection procedures below).

The government intends to award three (3) to five (5) awards. However, the Government reserves the right to award a number of contracts outside of this anticipated range.

Competitive proposal will be requested in accordance with FAR 15 Contracting by Negotiations.

Selection Procedures

The award will be made utilizing the tradeoff process prescribed in FAR 15.101-1. The objective of the Source Selection Process is to select the proposals that represent the best value to the Government. The award will be made to the responsible Offerors whose proposals conform to the solicitation and offers the best value to the Government, considering the price and non-price factors. For this procurement, the technical evaluation factors other than cost or price, when combined, are significantly more important than cost or price. will be significantly more important than price (FAR 15.101-1, Trade Offs). The technical factors will include:

  1. Experience on Relevant Projects
  2. Approach & Management Plan
  3. Past Performance on Relevant Projects
  4. Socioeconomic Concern Status
