Description

This is a Sources Sought notice issued for market research purposes in accordance with FAR Part 10. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The information provided in this notice is subject to change and does not bind the Government to solicit for or award a contract. The Government does not intend to award a contract based on responses to this notice and will not provide debriefings on the results of this market research. Feedback regarding any decision to set aside or not set aside the procurement will be provided through a pre-solicitation synopsis or solicitation, as applicable.

The purpose of this notice is to obtain information regarding:
1. The availability and capability of qualified business sources;
2. Whether responding businesses are:
o SBA-certified HUBZone Small Businesses
o SBA-certified 8(a) Small Businesses
o Service-Disabled Veteran-Owned Small Businesses (SDVOSB)
o Woman-Owned Small Businesses (WOSB)
o Other Small Businesses
o Large Businesses;

Please answer the following questions -

1. Please detail your firm's experience on any Multiple Award Construction Contracts (MACCs) within the past ten (10) years. Identify the awarding agency, the contract number, and clearly state your firm's role as either the prime contractor or as a subcontractor.

2.Describe your firm's capacity to manage and staff on average 2-4 concurrent construction projects of similar size and scope to those anticipated under this MACC.

3.What type of construction contracts have you been a part of? (Ex: HVAC, Masonry, electrical, Structural, etc.)

Background
This Sources Sought notice is issued for market research purposes by the Government to assess the availability and capability of qualified business sources for a Multiple Award Construction Contract (MACC) at F.E. Warren Air Force Base.

The goal is to gather information on potential contractors, including their experience and capacity to manage concurrent construction projects, particularly those that are SBA-certified HUBZone Small Businesses, 8(a) Small Businesses, Service-Disabled Veteran-Owned Small Businesses (SDVOSB), Woman-Owned Small Businesses (WOSB), other small businesses, and large businesses.

Work Details
The contractor will be responsible for providing all management, supervision, labor, materials, equipment, and incidentals necessary for a broad range of maintenance, repair, and minor construction work on various real property facilities at installations covered under this contract.

This includes design and engineering services. Specific tasks may involve administrative matters, project requirements, submittal procedures, approval and payment schedules, quality control expectations, traffic control measures, construction access requirements, as-built criteria, and performance requirements.

The contractor must also adhere to installation-specific standards and regulations as outlined in the Unified Facilities Guide Specifications (UFGS) and Unified Facilities Criteria (UFC). The contractor will conduct pre-performance MACC meetings to discuss contract details with the Government.

Place of Performance
The construction projects will be performed at F.E. Warren Air Force Base and potentially other installations under the jurisdiction of the contract.
