Amendment 04, 16 April 2021 The purpose of the amendment is to make the following changes:

a. Proposal due date from 07 April 2021, 0900 hrs, Central European Time (CET); to 20 April 2021, 0900 hrs CET.

b. Revise MATCH RFP Attachment 2 Performance Work Statement (PWS) to revise section 1.4.14 Other Direct Cost (ODC) language to clarify that the Government will not reimburse airfare, cameras, cellular phone service, and cellular phones under the ODC CLIN.

c. Revise MATCH RFP Attachment 6 - Evaluation Factors, Provisions, and Clauses due date

b. Revise MATCH RFP Attachment 6 - Evaluation Factors, Provisions, and Clauses

i. CLIN 0009 and 0010 descriptions to include airfare

ii. CLIN 0011 description to specify that FAR 52.212-4 Alt 1 is only applicable to this CLIN

iii. Due date

iv. 52.212-4 Alt I (i)(ii)(D)(1) to exclude airfare and delete language in reference to ordering periods.

v. Delete language making reference to ordering periods from 52.212-1 Addendum Part IV, Pricing.

c. Update Questions and Answers spreadsheet to include clarification to G&A cost for ODCs.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This combined synopsis/solicitation is issued as a request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-03. This acquisition will be procured as a Full and Open Competition. The associated NAICS code is 541990 with a small business size standard is $16.500,000.00. The contractor shall provide non-personal services to provide Multinational Advanced Training Counter-intelligence and Human-intelligence (MATCH) event services to prepare participants to conduct Human Intelligence Collection Team (HCT) operations in non-traditional environments. The Theater Contracting Center intends to award a purchase order. The services are required for an approximate period of three (3) months:
