Multiemployer Special Financial Assistance ( SFA ) Actuarial Support

The purpose of this contract is principally to provide PBGC and Negotiations and Restructuring Actuarial Department ( NRAD ) with actuarial support related to SFA applications for multiemployer plans. The goal of this solicitation is to provide NRAD with actuarial analysis and review of PBGC's SFA applications for multiemployer plans, as called for under the American Rescue Plan Act ( ARP ), to provide program management support for implementation of standard procedures and reporting related to SFA applications, and to monitor conditions applicable to approved SFA applications.

Amendment 0001: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes as the only solicitation; and proposals are being requested accordingly. This solicitation number 16PBGC22R0007 is being used as a Request for Proposal (RFP). This solicitation is under 541611 - Administrative Management and General Management Consulting Services- Size Standard $21.5 million. Please see the attached documents for detailed requirement information. All proposals shall be on an all or none basis, alternate proposals will not be accepted. All sources shall submit a proposal which will be evaluated. In accordance with FAR Part 15 Contracting by Negotiation, the Government intends to issue a single labor hour contract to the eligible, responsible offeror based on technical tradeoff.

Background
The Pension Benefit Guaranty Corporation (PBGC) is a U.S. government corporation created under Title IV of the Employee Retirement Income Security Act of 1974 to administer federal pension insurance programs and enforce compliance with Title IV provisions. The Office of Negotiations and Restructuring (ONR) within PBGC aims to preserve pension plans by monitoring corporate events and transactions of insured defined benefit pension plan sponsors, providing financial and actuarial analysis, and negotiations support to mitigate risk exposure.

Work Details
The contractor is required to provide actuarial support related to Special Financial Assistance (SFA) applications for multiemployer plans. This includes actuarial analysis and review of SFA applications, program management support for implementation of standard procedures and reporting related to SFA applications, monitoring conditions applicable to approved SFA applications, optional surge support for PBGC, and related special projects.

Period of Performance
The contract consists of a base year from January 2023 to January 2024, with four option years from January 2024 to January 2028.
