Multi-Mission Parachute Course (MMPC) - Request for Information

Background
The Marine Corps Installations National Capital Region - Regional Contracting Office (MCINCR-RCO) is seeking information regarding the training of non-Military Free Fall (MFF) qualified Marines in Military Free Fall techniques utilizing the USMC Parachute System-2 (PS-2).

This Request for Information (RFI) is aimed at gathering market capabilities and solutions, including potential revisions to the performance work statement, as well as assessing the availability of small business sources prior to determining the method of acquisition.

Work Details
The contractor will be responsible for conducting a Multi-Mission Parachute Course (MMPC) which includes:
1. Transition Support: The contractor must prepare to receive transitional support from the predecessor contractor, ensuring minimal disruption during transition.
2. Transition-In Plan (TIP): The contractor shall provide a detailed TIP covering organizational overview, facilities, equipment, instructor qualifications, and plans for pilot courses and JSAT certification.
3. Transition-Out Plan: A plan must be submitted 180 days before contract expiration to ensure knowledge transfer to the new contractor.
4. Performance Requirement Summary (PRS): The contractor's performance will be evaluated based on objectives such as safely conducting MMPCs without mishaps, maintaining POI certification, providing qualified MFF parachutists, maintaining qualified staff, ensuring no course delays due to equipment or facilities issues, and submitting clear and timely After Action Reports.
