This is a Pre-Solicitation Notice for Multi-Media Environmental Compliance Services, with an Emphasis on Stormwater, Wastewater, and Drinking Water for the Naval Facilities Engineering Command (NAVFAC) Washington, DC Area of Responsibility (AOR) and US Territories.

A sources sought notice (N40080-25-WATER) for this procurement was posted on 18 December 2024 on SAM, and a market survey was conducted that included an assessment of relevant qualifications and capabilities of potentially qualified firms; Small Businesses, local U.S. Small Business Administration (SBA) certified service-disabled veteran-owned small businesses (SDVOSB), certified HUB-Zone, certified 8(a), women-owned small businesses (WOSB), and economically disadvantaged women-owned small businesses (EDWOSB).

As a result of the market research analysis, a determination was made to procure this as a Total Small Business Set-Aside pursuant to FAR 6.203 and FAR 19.502-2. The primary North American Industrial Classification System (NAICS) Code for this procurement is 541620 - Environmental Consulting Services. The Small Business Size Standard for this NAICS Code is $19 Million.

Offerors will be required to provide a full range of multi-media environmental compliance services with an emphasis on: Stormwater, Wastewater, and Drinking Water; and additionally, Air Quality and Clean Air Act Compliance, Waste and Materials Compliance, Storage Tank and Spill Compliance, Environmental Management System (EMS), Other Environmental

This is a negotiated procurement utilizing the lowest price technically acceptable source selection process that consists of the submission of technical and price proposals. Award will be made to the offeror whose total price and technical proposal offers the best value to the Government. The Government's intent is to issue a single Firm-Fixed Price (FFP), Indefinite Delivery Indefinite Quantity (IDIQ) contract for a five-year ordering period and the Federal Acquisition Regulation (FAR) 52.217-8 Option Period, for up to six months, if necessary.

The minimum guarantee is established at $50,000. The minimum guarantee of $50,000 will be fulfilled by the issuance of the first Task Order.
