Background
The Naval Surface Warfare Center, Crane Division (NSWC Crane) is issuing a justification for the establishment of a five-year Basic Ordering Agreement (BOA) with Northrop Grumman Systems Corporation. This agreement supports the Persistent Maritime Unmanned Aircraft Systems (PM(UAS)) PMA-262 Multi-Function Active Sensor (MFAS) AN/ZPY-3 Radar System, which is crucial for providing persistent broad area surveillance and reconnaissance data in maritime, littoral, and overland environments.

The MFAS is unique mission avionics equipment maintained to meet Chief of Naval Operations (CNO) force requirements and is currently deployed in support of warfighter operations.

Work Details
The required supplies and services under this justification include: acquisition of MFAS Units Under Test (UUTs), repairs of UUTs, and Engineering and Logistics Support Services. These services encompass the development of Test Requirement Documents (TRDs), Fault Detection Fault Isolation (FDFI), Operational Test Program Sets (OTPS), and depot repair lay-in material to support Organic Depot Capability development at Fleet Readiness Center Southeast.

Additional services may include Obsolescence Management, On-the-Job Training (OJT), Maintenance Training, Testing Support, Research and Development, Test and Evaluation, Redesign, Modification, Travel, Engineering Investigations, and Logistics Product Data Support.

Each Job Order issued under the BOA will be funded with Aircraft Procurement-Navy (APN) and Research, Development, Test and Evaluation (RDT&E), as well as Operations and Maintenance appropriations.

Period of Performance
The authority to act under this class justification expires five years after the establishment of the BOA, anticipated to be on January 15, 2030.

Place of Performance
The geographic location for performance is primarily at Fleet Readiness Center Southeast.
