This is a Request for Proposal (RFP) issued by NASA/Stennis Space Center (SSC) for the Multi -Center Administrative Support Services (MCASS) to be delivered to NASA's Space Flight Region (SFR) which includes SSC, Johnson Space Center (JSC), White Sands Test Facility (WSTF), Kennedy Space Center (KSC), Marshall Space Flight Center (MSFC) and the Michoud Assembly Facility (MAF) in fulfilling their mission and objectives. Major support areas of the contract include branches/offices, divisions, flight crews (launch and landing activity support), special teams and short-term projects. The effort will include general office services, data management, time and labor collection, coordination of property, office moves/relocation, training, information services, special events and other miscellaneous activities. This announcement constitutes the only solicitation. Proposals are being requested and details are included in the attached RFP.

The RFP is issued in accordance with Federal Acquisition Regulation (FAR) Part 12, FAR Subpart 15.1, and NASA FAR Supplement 1815.305. Any resulting award will be made in the form of a five (5)-year, single award, Firm Fixed Price (FFP), Indefinite Delivery Indefinite Quantity (IDIQ) contract with Cost Reimbursable (CR) Other Direct Costs (ODCs).

It is anticipated that only one award will be made for this requirement.

All responsible sources may submit a proposal which shall be considered by the agency. Any award made from this RFP shall require the potential vendor to be certified within beta.SAM.gov and complete the Reps and Certs in beta.SAM.gov prior to award at www.beta.sam.gov.

This action is issued as a competitive 8(a) set-aside.

The NAICS Code and Size Standard are 561110 and $12.5M, respectively.

FOB is destination.

A Preproposal Conference will be held July 24, 2024 (See RFP Section 5.8 for details.)

Questions in response to this RFP are due July 26, 2024, 4:00pm central time. Vendors shall submit questions and/or concerns regarding this RFP via email to Rachel Clayton at rachel.clayton@nasa.gov.

The proposal due date is August 15, 2024 1:00pm central time. (See RFP Section 5.9 for detailed submission instructions.)
