THIS IS NOT A REQUEST FOR PROPOSAL. NO PROPOSALS ARE TO BE SUBMITTED IN RESPONSE TO THIS NOTICE.

This notice is issued by the NASA/Stennis Space Center (SSC) to post a draft RFP to solicit responses from interested parties. This document is for information and planning purposes and to allow industry the opportunity to verify reasonableness and feasibility of the requirement, as well as promote competition.

The work to be performed under the MCASS is full-time, part-time, and temporary administrative support to various organizations across NASA's Space Flight Region (SFR) which includes SSC, Johnson Space Center (JSC), White Sands Test Facility (WSTF), Kennedy Space Center (KSC), Marshall Space Flight Center (MSFC) and the Michoud Assembly Facility (MAF) in fulfilling their mission and objectives. Major support areas of the contract include branches/offices, divisions, flight crews (launch and landing activity support), special teams and short-term projects. The effort will include general office services, data management, time and labor collection, coordination of property, office moves/relocation, training, information services, special events and other miscellaneous activities.

This presolicitation synopsis is not to be construed as a commitment by the Government, nor will the Government pay for the information submitted in response. The Government may not respond to questions/concerns submitted. The Government will use the information to finalize the RFP as necessary.

The required support is comprised of general office services, data management services, time and labor collection, property coordination, move coordination, training coordination, special events coordination, project coordination, and information services coordination.
Potential offerors are encouraged to comment on all aspects of the draft solicitation including the requirements, schedules, proposal instructions, evaluation approaches, any perceived safety, occupational health, security (including information technology security), environmental, export control, and/or other programmatic risk issues associated with performance of the work.
The competitive acquisition will result in a Firm Fixed Price (FFP) Indefinite Delivery/Indefinite Quantity (IDIQ) contract with an effective ordering period of five years from the contract effective date.

Period of Performance
The contract will have an effective ordering period of five years from the contract effective date. The current planned release date for the Final Request for Proposal (RFP) is on or about June 10, 2024 with proposals being due approximately 30 calendar days later. The anticipated contract award date is December 19, 2024 with an April 1, 2025 contract effective date.

Place of Performance
The contract will be performed onsite at the following NASA centers: Stennis Space Center, Johnson Space Center (including White Sands Test Facility), Kennedy Space Center and Marshall Space Flight Center (including Michoud Assembly Facility).
