The Naval Sea Systems Command (NAVSEA) intends to issue a full and open competition solicitation for the development, qualification, and delivery of the Shipboard Energy Magazine for use in power systems applicable to naval warships, and the associated production shipsets required. The Energy Magazine consists of power electronics, energy storage media, and controls combined together into one or multiple cabinets to enable directed energy weapons, electronic warfare, and sensors to meet shipboard distribution system requirements while allowing multifunctional use of the energy storage assets. The Energy Magazine is a common, modular, scalable intermediate power system that could be used across multiple mission systems and ship installations. The Energy Magazine is a ship power reloadable magazine for multiple directed energy engagements that eliminates unique energy storage and power conditioning requirements for individual directed energy systems. The Energy Magazine provides stable backup power functionality and leads to reduction of uninterruptable power supplies (UPS).

This announcement is a follow-on to the Request for Information (RFI) posted under solicitation number N00024-19-R-4112 on 2 January 2019. Previous market research was conducted via a Sources Sought notice (N00024-19-R-4112) and the small business office concurred with the decision to not set aside the subject procurement. Based on the fidelity of the responses received, the Navy has determined sufficient information has been presented in the RFI responses to proceed with acquisition planning and no industry one-on-ones are necessary. Verification that the requestor is a bona fide U.S. Department of Defense (DoD) contractor familiar with the procedures to handle technical data packages that may include limited distribution information. Evidence in the form of a fully executed DD Form 2345 (MILITARILY CRITICAL TECHNICAL DATA AGREEMENT) will be required prior to receipt. To expedite future requests approvals to view Controlled Documents, please provide your Cage Code with your initial request. The initial request should also state whether a DD 2345 was previously submitted.

NAVSEA intends to solicit this requirement as a full and open competition up to two awards following Best Value source selection procedures. The performance period will span eight (8) years.
