MTAO MBRO IMT Network Services FY26

Background
The Bureau of Reclamation (BOR) is seeking to procure Internet services to comply with Executive Order (EO) 14028, which aims to improve the nation’s cybersecurity, and OMB Memorandum M-22-09, which directs the U.S. Government toward Zero Trust Cybersecurity Principles. This initiative requires agencies to move away from traditional 'trusted networks' by isolating environments. BOR has received an approved waiver to explore alternative solutions outside of GSA’s Enterprise Infrastructure Solutions (EIS) Contract.

Work Details
The contractor shall provide commodity Internet services for network connectivity to BOR’s offices. The service will connect to a Fortigate router at two locations in Billings, MT: the Missouri Basin Regional Office Warehouse and the Montana Area Office. Specific tasks include:

- Providing a minimum of 500 Mbps Direct Internet Access or synchronous Internet circuit/service;
- Ensuring access for a term of 60 months, structured as one base year with four option years;
- Providing a 1 GB Port;
- Offering IPv4 and IPv6 via DHCP and DHCPv6;
- Supplying necessary equipment or hardware for connectivity;
- Implementing a 24 - 48-hour RMA process for faulty equipment or dispatching a technician within 24 hours;
- Delivering 24x7 Network Operations Center or Technical Support via phone, email, and website;
- Communicating any outages or maintenance windows to BOR’s Enterprise Network Team within 48 hours prior to maintenance and as soon as possible for outages.

Period of Performance
The contractor is required to commence work within fourteen calendar days after receiving the Notice of Award and must complete all work within forty-five calendar days from that date. The anticipated period of performance is from June 1, 2026, to May 31, 2027.

Place of Performance
The contract will be performed at the following locations in Billings, MT: Bureau of Reclamation Missouri Basin Regional Office Warehouse at 108 Nail Ave N and Bureau of Reclamation Montana Area Office at 2900 4th Avenue North.
