Synopsis of Reading Room Appointments for the anticipated Migrant Student Information Exchange (MSIX) Solicitation

This synopsis is regarding the Migrant Student Information Exchange (MSIX) Solicitation that is anticipated to be released in October 2022. This solicitation offers a Reading Room where sensitive material that cannot be shared in the Solicitation will be made available. Instructions for the Reading Room can be found below.

Reading Room Instructions

Certain documents associated with this RFP are sensitive in nature and cannot be posted with this solicitation. Therefore, a designated Reading Room will be made available to offerors to view these documents, to assist in preparing a proposal.

These documents will be available by appointment only during October 24-26, 2022; business hours from 8:30 AM to 4:00 PM. Please email Jana Knapp at jana.knapp@ed.gov to make an appointment and for further instructions.

  • Appointments are limited to sixty (60) minutes.
  • Appointments will be made on a first come/ first serve basis. The likelihood of getting an appointment for specific times will be based upon the promptness in responding in setting up the appointment.
  • Appointment requests will begin being accepted on Monday, October 17, 2022, at 8:00 AM EST and will not be accepted after October 20, 2022, at 4:00 PM EST.
  • Only two (2) people are allowed to attend the Reading Room appointment per offeror. The names of the two (2) people that will be attending will need to be provided when requesting the appointment.
  • Identification will be required before gaining access to the Reading Room materials.
  • No phones, cameras, computers, electronic or recording devices are allowed while viewing the Reading Room materials.
  • No video, pictures, or audio recordings can be made while viewing the documents in the reading room. Notes can be taken with a pen and paper but will be reviewed before leaving.

Background
The Migrant Student Information Exchange (MSIX) is a major information technology investment for the Office of Elementary and Secondary Education, supporting the exchange of migrant student records from one school district to another as migratory students move within State or across State lines. The system helps meet the needs of migratory children by making current educational and health information immediately available to school and program staff where migratory children enroll after they move. MSIX uses the Minimum Data Elements (MDEs) to provide a standard format for information that States must collect and maintain. The system allows authorized users to access a migratory child’s MSIX record via a Web browser.

Work Details
The tasks under this contract include project management support, MSIX operation, IT systems security, documentation, customer support, data quality analysis, remediation, state engagement, business intelligence and analytics, enhancements, use of MSIX for determining MEP category 1 and category 2 child counts, virtual monitoring and monitoring technical assistance to resolve corrective actions, usability studies, system security analysis, remediation plan and implementation, direct data entry, addition of MDEs. The contractor will also be responsible for providing training resources such as in-person briefings/trainings, webinars, user and administrator manuals updates and creating whitepapers.
