Description

This contract will require a vendor to provide all the resources needed to remove and dispose of existing asphalt, install new asphalt, seal existing asphalt and re-stripe all parking lots and driveways. The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and non-personal services necessary to demolish/dispose of and install new asphalt, seal existing asphalt and re-striping all parking lots and driveways in various areas of MSHA's Approval and Certification Center's campus

Background
The U.S. Department of Labor (DOL), through the Mine Safety and Health Administration (MSHA), is seeking a contractor to provide asphalt and sealing services at the Approval and Certification Center (A&CC) in Triadelphia, West Virginia. MSHA's mission is to enforce compliance with safety and health standards in the mining industry, aiming to eliminate fatal accidents and promote improved safety conditions.

The A&CC is responsible for approving and certifying mining products for use in underground coal and metal mines, ensuring a safe working environment for miners.

Work Details
The contractor will be responsible for the following tasks:

1. Removal and disposal of existing asphalt;
2. Installation of new asphalt;
3. Sealing of existing asphalt;
4. Re-striping of all parking lots and driveways on the MSHA campus.

Specific tasks include:
- For Building 1: Clean existing asphalt surfaces, fill cracks with hot applied sealant, sealcoat with an approved slurry, apply hot tar at concrete junctions, and re-stripe using DOT approved paint.
- For Buildings 2 & 3: Mill edges for drainage, clean areas for paving, construct concrete collars around catch basins, install hot mix asphalt layers, and re-stripe as per existing configurations.

Period of Performance
The contract work is expected to start within 10 days after notice to proceed is received and should be completed within 90 days from the start date.
