Offerors shall execute and return the provided SF1449. Additionally, in accordance with Section L, Volume IV Contract Instructions (MAR 28 2023), offerors shall provide a transmittal letter acknowledging receipt of all amendments.

Please note, notwithstanding the reference to the SF33 referenced in Section L, Volume IV Contract Instructions (MAR 28 2023), paragraph (c)(4), offerors shall execute and return the SF1449 as provided with Amendment P0004.

Amendment P0004 for the National Aeronautics and Space Administration (NASA) Request for Proposal (RFP) for the MSFC Logistics Support Services II (MLSS II) acquisition has been released.

The primary purpose of Amendment P0004 is to update the Request for Proposal (RFP) calendar year labor escalation rates and provide an updated Excel Pricing Model (EPM). The EPM is revised to add the Supply Technician-SCLS labor category to Tabs B, C, D, and F. As a result, Section L, Provision 52.215-91, Due Date for Receipt of Proposals or Quotations (SEP 2019) is revised to extend the due date for receipt of proposals from August 21, 2023, 2:00 p.m., Central Time to August 24, 2023, 2:00 p.m., Central Time. At this time, no additional questions will be entertained.

Note: Escalation for exempt labor categories in Tab C is not required to be constant as delineated in the example provided (i.e., 2% for each year). Offerors are allowed to utilize their own specific variable indirect rates as necessary. Any increase in indirect rates may be captured through Fully Burdened Labor Rate escalation for contract years 2-5 in Tab C.

Offerors are responsible for downloading their own copy of the amended solicitation in its entirety. Furthermore, it also remains each offeror's responsibility to continue monitoring SAM.gov for any future amendment(s) to this solicitation. As part of any resultant proposal submission, offerors shall acknowledge receipt of all solicitation amendment(s).

The primary purpose of Amendment P0001 is to extend the due date for receipt of proposals. As a result, Section L, Provision 52.215-91, Due Date for Receipt of Proposals or Quotations (SEP 2019) is revised to extend the due date for receipt of proposals from August 7, 2023, at 2:00 p.m., Central Time to August 21, 2023, at 2:00 p.m. Central Time. Attachment A, Summary of Changes, provides a From-To Matrix of additional changes made between RFP release and Amendment P0001. The Government intends to provide responses to industry RFP questions as soon as possible.

The National Aeronautics and Space Administration (NASA) Request for Proposal (RFP) for the MSFC Logistics Support Services II (MLSS II) acquisition has been released.

The principal purpose of this requirement is to provide logistics support services. Logistics support services cover the areas of management, disposal operations, equipment management, mail management, supply and materials management operations, transportation management, and other specialty services.

NASA is conducting this acquisition as an 8(a) set-aside competition. The North American Industry Classification System (NAICS) code for this acquisition is 561210, Facilities Support Services, and the small business size standard is $47M.

This competitive acquisition will result in a commercial services, single-award indefinite-delivery, indefinite-quantity (IDIQ) contract with firm-fixed price (FFP) and time-and-materials (T&M) task orders. The contract will have an ordering period of five years from the contract effective date. This competitive acquisition will be conducted in accordance with FAR Part 12 and NFS Part 1812, in conjunction with FAR Part 15 and NFS Part 1815. Evaluation of offers will be conducted in accordance with NFS Subpart 1815.370, NASA Source Evaluation Boards.

Offerors are encouraged to refer to Federal Acquisition Regulation (FAR) provision 52.212-1, Instructions to Offerors-Commercial Items, in particular paragraph (g), which states that the Government intends to evaluate offers and award a contract without discussions with offerors.

In accordance with NFS 1815.201(f), a Blackout Notice has been issued to NASA personnel. Proposals submitted in response to this solicitation shall be due no later than August 07, 2023, 2:00 p.m., Central Time. All questions regarding this RFP should be submitted in writing, electronically to Max D. This RFP does not commit NASA MSFC to pay any proposal preparation costs, nor does it obligate NASA MSFC to procure or contract for these services. This request is not an authorization to proceed and does not authorize payment for any charges incurred by the offeror for performing any of the work called for in this solicitation.
