MSCT LTS Warranties (Solipsys) - Single Source Justification and Approval

Please see a brief overview below of the Single Source J&A of the awarded contract and its general description:

The MSCT Cyber Security Maintenance Warranty includes: 24/7 phone and email support for MSCT, MSCT w/failover, MSCT Lite, MSCT Lite w/failover and Multi-Channel MSCT v5.12.9 (BC3-v3.1.9) and earlier. This also includes a complimentary MSCT - Perpetual Right to Use License - Minor Upgrade (vX.N to vX.N+1 or vX.Y.N to vX.Y.N+1), and a complimentary Domestic Battlespace Command and Control Center (BC3) Extension Pack - USG, End use Only. The current warranties are in effect until 30 June 2026.

The contracting officer conducted market research for this form of licenses and warranties. They found that there were no other contractors authorized to re-sell Solipsys Corporation support for their proprietary software. Solipsys corporation presents a unique position to provide support for a mission essential software package. The software is utilized within the Scalable Control and Reporting Agile Mission-Kit (SCRAM-K) system in use at multiple USAFE locations.
