This is the official request for proposal for Military Sealift Command (MSC) requirement for lay-berthing services for a minimum of two (2) Expeditionary Fast Transport (EPF) vessels at a time in the Continental United States for an ordering period of five (5) years (60 months). The MSC EPF vessels are U.S. Government (Government) vessels and will be maintained in various states of readiness, tracking with supported headquarters mission assignments and guidance. Periodic maintenance and material condition assessments will need to be completed by Ship?s Force, Government personnel, and MSC contracted personnel at the lay-berth facility.
Background
The Military Sealift Command (MSC) is issuing this request for proposal for lay-berthing services for a minimum of two Expeditionary Fast Transport (EPF) vessels at a time in the Continental United States. The goal of this contract is to maintain the EPF vessels, which are U.S. Government-owned, in various states of readiness while tracking with supported headquarters mission assignments and guidance.

The contract will span an ordering period of five years (60 months), commencing on December 1, 2024.

Work Details
The contractor will provide a layberth for at least two EPF vessels in the same facility, ensuring periodic maintenance and material condition assessments are completed by Ship’s Force, Government personnel, and MSC contracted personnel at the layberth facility. Key tasks include:
- Providing a safe berth with adequate security, fendering, mooring points, and shipboard maintenance capabilities.
- Ensuring that EPFs are berthed pierside without vessels moored outboard, with sufficient strength and area for stern ramp deployment.
- Maintaining the vessels in Reduced Operational Status (ROS) with reduced crews onboard to support limited operations.
- Developing an approved plan for safe and secure mooring capable of withstanding winds up to 50 knots.
- Coordinating services for the safe arrival/departure of EPF vessels including tugs/push boats, marine pilots, line handlers, etc.
- Providing pier services such as garbage service, potable water, sewage receptacle service, reliable electrical power supply (minimum 800 amps at 450 Volts), internet access (minimum 30 Mbps), fueling operations capability, and parking facilities.

Period of Performance
The contract will be performed over a period of five years (60 months), starting from December 1, 2024.

Place of Performance
The contract will be performed at a layberth facility located in the Continental United States.
