THIS IS A LIMITED SOURCE PROCUREMENT. The Government will negotiate on a limited source basis with the OEM(s) and authorized providers for the engines covered by this requirement, utilizing the authority for other than full and open competition located at FAR 6.302-1. RESPONSES FROM NON-OEM ENTITIES WILL NOT BE CONSIDERED.

The Military Sealift Command (MSC) requires a range of Original Equipment Manufacturer (OEM) parts and technical services to maintain the fleet's diesel engines contained within multiple MSC classes of ships.

Background
The U.S. Navy’s Military Sealift Command (MSC) is soliciting an IDIQ for original equipment manufacturer (OEM) diesel engine parts and associated technical services to maintain the diesel propulsion and generator engines on multiple MSC ship classes. This is a limited-source procurement and negotiations will be conducted directly with OEM(s) and their authorized providers.

Work Details
Supply of OEM diesel engine parts and technical services as defined in the Rate Table and Enclosure Tabs, including:

• Parts: fuel injector spray tips (e.g., PN 1016.01); filter elements (e.g., PNs 10042, 16107824); gaskets and seal kits (e.g., PNs 2000191, 3040132, 3040133, 3041033); O-rings of various sizes (e.g., PNs 3040132, 14002370, 16100223); bearings (e.g., PNs 16104623, 16200293); injectors (e.g., PN 16602229); valves (safety, limit, drain); adapters; fittings; connectors; control modules; electronic boards; and other OEM-specified components with estimated unit quantities and unit prices detailed per part number for ceiling calculations.

• Services: labor categories with estimated annual hours including Mechanic (standard 7,500 hrs; overtime 3,750 hrs; premium 1,875 hrs); Field Service Technician (standard 6,500 hrs; overtime 3,250 hrs; premium 1,625 hrs); Technical Representative (standard 5,500 hrs; overtime 2,750 hrs; premium 1,375 hrs); Technical Supervisor (standard 2,750 hrs; overtime 1,375 hrs; premium 688 hrs); Analytical Engineer (standard 2,500 hrs; overtime 1,250 hrs; premium 625 hrs). This also covers delivery/shipping costs and travel expenses. Unit prices and total extended values are auto-populated from the Rate Table.

Period of Performance
Five-year ordering period (one base year plus four one-year option periods).

Place of Performance
Onboard MSC-operated vessels (various MSC ship classes worldwide) and at contractor facilities as required for parts provisioning, maintenance, repair and overhaul activities.

Bidder Requirements
Responses accepted only from the OEM(s) or their officially authorized providers; non-OEM submissions will not be considered. Offers must comply with domestic end-product rules, identify qualifying country end products, and adhere to any country-of-origin restrictions specified in the Rate Table.
