The subject amendment is due to the Scope in FAR 52.212-2, Factor II - Past Performance, Paragraph (4)(a) changing from "Experience operating, manning, and maintaining the same number of ships," to "Experience in the areas defined in the Performance Work Statement (PWS)." This amendment hereby extends the solicitation closing date of proposals for Volume III - Past Performance (only) to Wednesday, 22 Mar 2023 at 5:00 PM Eastern Standard Time (EST).

If changes are not necessary, or are not received by Wednesday, 22 March 2023 at 5:00 PM EST, the previously submitted Volume III - Past Performance will be evaluated. If changes are made to Volume III, a signed SF30 of Amendment 0004 must also be submitted.

No changes to Volumes I, II, or IV will be accepted or evaluated.

Background
The Military Sealift Command (MSC) is seeking advertising, recruiting, and administrative support for its Civilian Mariners (CIVMAR) personnel. The MSC is responsible for the operational readiness of over one hundred ten Government Owned/Government Operated (GOGO) and Government Owned/Contractor Operated (GOCO) ships. The support services required include advertising, marketing, recruiting, call center support, contract management, coordination of recruitment events, employment data analysis, website management services, instructional activities, onboarding and screening support, and related administrative tasks for the hiring, promotion, and retention of current, future, and prospective CIVMARs.

Work Details
The contractor is required to provide an effective, accessible, responsive, and high-quality CIVMAR advertising/recruitment program to crew and maintain the afloat workforce. This includes providing all necessary functions in support thereof as defined in the Performance Work Statement (PWS). The contract will have a period of performance from March 1, 2023 to August 31, 2028. The work will be performed at various locations including government facilities, contractor facilities, job/recruitment fairs/outreach partner facilities, trade schools, and maritime academy locations throughout the Continental United States (CONUS) and its territories.

Period of Performance
The period of performance for the contract is as follows:
- Phase-In: March 1, 2023
- Base Period: April 1, 2023 - March 31, 2024
- Option Period One: April 1, 2024 - March 31, 2025
- Option Period Two: April 1, 2025 - March 31, 2026
- Option Period Three: April 1, 2026 - March 31, 2027
- Option Period Four: April 1, 2027 – March 31, 2028
- Final Period: April 1 - August 31, 2028

Place of Performance
The place of performance may include various locations such as government facilities, contractor facilities, job/recruitment fairs/outreach partner facilities at different locations throughout the Continental United States (CONUS) and its territories.
