MSAR & RCAAT Requirement (Request for Information)

The Federal Highway Administration (FHWA) is seeking industry feedback for the Mobile Solution for Assessment and Reporting (MSAR) and Resource Center Accountability & Accomplishment Tool (RCAAT) requirements. The FHWA is using the Salesforce platform to modernize and consolidate its information management systems. The MSAR application is designed to document transportation facility damages and streamline data captures, approvals, and reporting. The RC team is looking for an improved IT solution to enhance productivity, accountability, internal marketing, customer relationship management, and meet other business needs.

The FHWA is conducting market research to receive industry feedback on development and technical services to support the Salesforce platform. This request for information is not a request for proposals but an invitation for potential offerors to provide industry feedback and information about their relevant knowledge, skills, and capabilities. The information submitted will assist FHWA in finalizing their acquisition strategy.

Interested parties are requested to provide their company name, contact information, business size, and type of ownership. They should also submit tailored capability statements addressing the specific requirements of this effort, along with documentation supporting claims of organizational and staff capability. Vendors interested in supporting the agency's systems developed in the Salesforce platform should describe their experience in Agile development processes, O&M of applications in Salesforce Platform for third-party developed systems, system architectures that absorb future enhancements with minimum rewrite, DevOps capabilities, downtime minimization strategies in Salesforce technology, user support activities, and experience in managing user licenses.

The deadline for submitting capability statements and respondent information is Thursday, April 8, 2021. Interested parties should submit their responses via email to the designated contract specialists at FHWA.
