MS-FWS Noxubee NWR-Fuel BPA Setup

Background
The U.S. Fish and Wildlife Service (USFWS) is issuing this solicitation for a Blanket Purchasing Agreement (BPA) to procure bulk fuel for the Noxubee National Wildlife Refuge (NWR) located near Brooksville, MS.

The goal of this contract is to ensure a reliable supply of fuel necessary for the operations of the refuge, supporting its mission to conserve, protect, and enhance fish and wildlife and their habitats.

Work Details
The contractor shall provide the following fuels as part of the BPA:
- 87 Octane Unleaded Gas Non-Ethanol
- #2 On-Road Diesel

These fuel types are the minimum required varieties needed under this agreement. The authorized limit for the life of the BPA is $250,000 with a not-to-exceed call limit of $10,000 per order. The contractor must ensure that prices are as low or lower than those charged to their most favored customers.

Period of Performance
The period of performance for this contract is from June 15, 2026, to June 14, 2031.

Place of Performance
The primary place of performance will be at the Noxubee National Wildlife Refuge located at 13723 Bluff Lake Road, Brooksville, MS 39739.

Bidder Requirements
Offerors must provide their Unique Entity Identifier (UEI). Additionally, bidders must demonstrate technical capabilities related to bulk fuel delivery and provide references from past performance on similar contracts. This procurement is set aside for small businesses.

Incumbent Analysis (see Incumbents section for more detail)
This opportunity appears to have a confirmed incumbent and/or closely related prior contract, with Watkins Oil Company identified on the closely related/potential incumbent award 140FS324A0009 (value $178,399; 02/29/24–02/28/29). That prior BPA supported USFWS operations at Merritt Island National Wildlife Refuge in Florida through bulk fuel purchases, including unleaded gasoline and diesel, which aligns with the current requirement for bulk fuel delivery to the Noxubee NWR. The overlap in agency (USFWS), BPA structure, and fuel types suggests the current effort may be a continuation of similar refuge fuel supply services.
