Description

The USAF is in the process of upgrading the MQ-9A system to implement an open architecture. The implementation will consist of an Open Mission Systems (OMS) compliant Mission Package that will enable more rapid integration, testing and fielding of capabilities provided by OMS subsystems and/or services. The USAF presently has plans to transition part of its fleet to OMS Tier 1, Standard 1.5. The USAF is interested in determining if there is a business case to upgrade to OMS Tier 2 and/or OMS standard 2.2. This RFI seeks information on unique and innovative products that can deliver relevant capability efficiently, timely and at a reduced life-cycle cost through implementation via the MQ-9A's OMS Mission Package. The objective is to identify and deliver capability that support the ISR/Strike mission(s) across the wide range of military operations. Specifically, the RFI will help determine those OMS-capable subsystems or services either currently available or in development by industry that may be candidates for integration onto the MQ-9A.

Background
The United States Air Force (USAF) MQ-9A enterprise continues to execute the Find-Fix-Finish ISR mission set across the globe, servicing multiple Combatant Commanders in varying Areas of Responsibility. The Hunter-Killer mission set provides a unique capability of combined ISR and Strike attributes in a single platform. The MQ-9 Program Office (AFLCMC/WII) is researching capability solutions for the Department of Defense’s (DoD) MQ-9A weapon system to preserve and advance its relevancy and capability advantages in the ever-evolving threat environment. An acquisition strategy has not yet been determined. The responses received will inform an overall acquisition strategy for MQ-9A solutions. Market research results will assist the USAF in determining an acquisition path forward with an emphasis on maximizing competition and adhering to OMS principles with an emphasis on welcoming innovative solutions from small businesses and non-traditional defense companies.

Work Details
