MQ-4C Triton Unmanned Aircraft System (UAS) Low Rate Initial Production (LRIP) 1   6

The Naval Air Systems Command (NAVAIR), NAS Patuxent River, MD, intends to negotiate and award an Advance Acquisition Contract (AAC) for Low Rate Initial Production (LRIP) 1 in Fiscal Year (FY)15 and a fixed price type contract for LRIP 1 in FY16 to Northrop Grumman Systems Corporation (NGC), San Diego, CA, on a sole-source basis to procure the MQ-4C Triton Unmanned Aircraft System (UAS) (formerly known as Broad Area Maritime Surveillance (BAMS) UAS) and related supplies and services.

The LRIP 1 AAC will procure long lead components, material, parts, and associated efforts required to maintain the MQ-4C Triton UAS planned production schedule. LRIP 1 will procure four aircraft, one mission control system, one forward operating base, and interim spares.

The Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C.2304(C)(1) and FAR 6.302-1, "Only one Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements" for the proposed action for LRIP 1. NGC is the sole designer and developer of the MQ-4C Triton UAS. This contract is a follow-on contract for the production of a major system and award to any other source other than NGC would result in substantial duplication of cost to the Government that is not expected to be recovered through competition, and would result in unacceptable delays in meeting the initial operational capability (IOC) during calendar year 2018.

THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract actions based upon the responses to this notice is solely within the discretion of the Government.
