This is a SOURCES SOUGHT and is for informational/market research purposes only. THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION OR BID, NOR A SYNOPSIS OF A PROPOSED CONTRACT ACTION UNDER FAR SUBPART 5.2.

The U.S. Army Corps of Engineers (USACE), Northwestern Division, Portland District (CENWP) is contemplating a solicitation for the repair and replacement of the Columbia River Pile Dikes near the Mouth of the Columbia River. The proposed project will be a competitive, firm-fixed price (FFP) contract. Responses to this Sources Sought announcement will be used by the Government to make, if appropriate, a small business set-aside acquisition strategy decision.

This Sources Sought is to gain knowledge of the interest, capabilities, and qualifications of the small business members of the industry, to include: Small Business, Small Disadvantaged Businesses to include 8(a) firms, Historically Underutilized Business Zones (HUBZone), Women-Owned Small Business (WOSB), Economically Disadvantaged Women-Owned Small Business (EDWOSB) and/or Service-Disabled Veteran-Owned Small business (SDVOSB) are highly encouraged to respond.

North American Industrial Classification Code (NAICS): NAICS Code 237990 Other Heavy and Civil Engineering Construction. The size standard: $39.5M.

Project Description: The U.S. Army Corps of Engineers, Portland District, has a requirement for the repairing and/or replacing Columbia River Pile Dikes near the Mouth of the Columbia River. The work includes repairing and replacing Columbia River Pile Dikes 4.01, 4.47, 5.15, and 6.37 and incidental related work. The work site is located in Clatsop County, Oregon, at River Miles 4.01, 4.47, 5.15, and 6.37, with a section of Pile Dike 6.37 crossing into Pacific County, Washington. The pile dikes are adjacent to West Sand Island and East Sand Island, near the Mouth of the Columbia River. Contractor access to the work site will be from Contractor's vessel(s) by way of the Columbia River. Repairs include four components: rock shore connections, enrockment repair and enhancement, offset pile dike structures, and rock aprons.

a. Rock shore connections include the addition of approximately 5 to 6 feet of enrockment thickness along the existing shore connections to provide transition from the pile dike enrockments to the Sand Island shoreline revetment. This component is for Pile Dikes 4.01, 4.47, and 5.15. Pile Dike 6.37 does not have a shore connection. This component includes rock placement on approximately 1,000 feet of shoreline revetment between Pile Dike 4.47 and 5.15.

b. Enrockment repair and enhancement retain all existing enrockment with new rock placed in eroded/subsided crest areas to raise the crest to uniform elevations. Enrockment enhancements replace part of the original timber-pile dike structures in place of driving new piles.

c. Offset pile dike structures include installation of offset structural pile dike systems. A total of 602 piles are driven on a portion of original timber-pile dike rock riprap structures. Piles are steel pipe piles, 24-inch diameter, and pile lengths varying from 65 feet to 77 feet. Piles driven on Pile Dike 4.01 require 3/4-inch wall thickness, and piles driven on Pile Dikes 4.47, 5.15, and 6.37 require 1/2-inch wall thickness. Open-end or closed-end pile shoes will be used for all piles. Impact and vibratory hammer can be used.

d. Rock aprons are placed as rock fill at the new offset pile dike structures to prevent scour.

Contract duration is estimated at 2 years. The estimated Magnitude of Construction for this project is between $25,000,000 and $100,000,000.

Submission Instructions: Responses to this Sources Sought notice must be submitted electronically (via email) to harron.e.elloso@usace.army.mil and kristina.k.morrow@usace.army.mil by 2:00 pm Pacific Standard Time Thursday, 17 February 2022 with subject line: W9127N22B0001 Mouth of the Columbia River Sand Island Pile Dikes Repair. All responses must be received by the specified time and due date to be reviewed. All successfully submitted responses will receive an acknowledgement by return email. ANY RESPONSES RECEIVED AFTER THE SPECIFIED DATE AND TIME WILL NOT BE CONSIDERED.

A Firm's response to this Sources Sought shall be limited to five (5) pages and shall include the following information:

a. Firm's name, address, point of contact, phone number, e-mail address, CAGE and DUNS number, and the Construction Bonding Level per contract.

b. Firm's small business category and Business Size: Small Business, Small Disadvantaged, 8(a) firm, Historically underutilized Business Zones (HUBZone), Women-Owned Small Business (WOSB), Economically Disadvantaged Women-Owned Small Business (EDWOSB), and/or Service-Disabled Veteran-Owned Small business (SDVOSB).

c. Relevant information on the Firm's experience/Capabilities as it pertains to the proposed work outlined in the Project Description.

d. A maximum of two examples of projects similar in size, scope and complexity with a brief description of each project, customer name, timeliness of performance, contract number, customer satisfaction and the dollar value.

The Government may verify information in CPARS or PPIRS.
