Amendment 0004 to the Mounted Machine-gun Optic (MMO) Request for Proposal (RFP) addresses the following items:
(1) The due date and time for proposal submission remains unchanged from Amendment 0003. Proposals are still due by 3:00 PM, Friday, January 18, 2019 Eastern Standard Time.
(2) Sections L.2.3, L.4.1.1.5.2-L.4.1.1.5.3, L.4.1.2.2, L.4.1.2.4, and M.4.6.2 will not be evaluated on any proposals received.
(3) L.4.1.1.3 is hereby changed -

The Offeror shall also detail the proposed approach and provide substantiating information to meet all the requirements of the Purchase Description (PD), including the laser filter and the reticle. The Offeror's technical data, documentation and supporting rationale shall be complete, specific and substantially show how the offered MMO will meet the applicable requirements.

(4) With the above changes, amendment 0004 removes the requirement for Offerors to have the required SECRET clearances prior to submitting a proposal. These clearances concern mainly the Laser Filter, a small and segregable part of the effort. The clearance requirements, however, remain in effect for the production phase of the contract. All proposals received, therefore, must still include Laser Filter pricing for each MMO (which may be obtained from cleared sub-suppliers), and Offerors shall have the required SECRET clearances prior to receiving any production order. Offerors should use their best business judgment.
(5) All other terms and conditions remain unchanged as a result of Amendment 0004 to solicitation W15QKN-18-R-0065.

The Army Contracting Command - New Jersey (ACC-NJ), Picatinny Arsenal, NJ 07806-5000, on behalf of Project Manager Soldier Weapons (PM SW), is issuing a RFP to for the procurement of The Mounted Machine Gun Optic (MMO). The MMO is required to achieve faster target acquisition times and increased first burst Probability of hit (P(h)) for machine gunners firing from vehicle mounted platforms with the M240B, M2/M2A1, and Mk19 Machine Guns. The MMO procurement is a Full & Open Competition (F&OC) acquisition seeking a system solution that will enable warfighters to scan with both eyes open, then rapidly slew the weapon on target, and engage with a higher confidence of getting the first burst on target. The MMO addresses the Joint Operations Concepts key characteristics through rapid, lethal, precision engagements in adverse conditions; provides endurance and resiliency through improved reliability growth; and supports agility and expeditionary needs through improved maneuverability. The applicable NAICS code is: 333314.

The acquisition approach is to issue a full and open competitive (F&OC) solicitation utilizing the tradeoff methodology to evaluate and select the best value system that meets the requirements of the Mounted Machine-gun Optic. As a result of the F&OC, up to three (3) Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contract(s) with options per weapon platform will be awarded. Each contract will be issued a delivery order of thirty-five (35) units, which will be the guaranteed minimum per awarded contract. This hardware procured under the minimum guarantee (35 units) will undergo Lab and Live Fire Testing, generating data. The data generated will be one factor in the Government's decision of which contract(s) to exercise the Full-Rate Production (FPR) option for each weapon platform. Awards are anticipated to be made in 2nd quarter of Fiscal Year 2019 (FY19).

Contractors will be required to have a SECRET Clearance. The solicitation contains "Contract Security Classification Specification, DD Form 254" requiring Contractor Facility Clearance for SECRET. Access to classified information is necessary to prepare a proposal for this requirement. The Contractors will be required to have a SECRET Clearance prior to receiving any classified documents for bidding purposes.

Furthermore, Purchase Description AR-PD-191, is an Exhibit to the solicitation and will be marked with a "Distribution C" restricted by the Arms Export Control Act (Title 22, U.S.C., Sec 2751, et seq.) or the Export Administration Act of 1979 (Title 50, U.S.C., App. 2401 et seq), as amended. Violations of these export laws are subject to severe criminal penalties. Interested parties must mail/email a signed and approved DD Form 2345 Military Critical Technical Data Agreement along with a completed and signed AMSTA-AR Form 1350 Technical Data Request Questionnaire and a U.S. Government Non-Disclosure / Non-Use Agreement, to the Point of Contact (POC) per the solicitation.

The Government reserves the right to make multiple awards.

The solicitation allows offerors to submit contractor or third party-generated objective Test Data about their proposed designs. This data may be considered in evaluating the Offeror's proposal's performance claims. Test data related to magnification, weapon shock ruggedization, zero retention, parallax, and high temperature performance, will be of particular importance.

Offerors may only submit proposals in accordance with Request for Proposal W15QKN-18-R-0065.

The proposal submission responses are due 19 NOVEMBER 2018 at 3:00PM EST.
