Background
The project focuses on addressing drainage issues at Spirit Lake and re-establishing the road from Windy Ridge to the south shore of the lake. The project aims to make it easier to replace the aging intake gate. The proposed access road would be built along an old road used by the U.S. Army Corps of Engineers in the early 1980s that generally tracks along the Truman Trail.

Work Details
The construction tasks for the Spirit Lake Gate Replacement project include building a temporary access road, a lake-side barge loading facility consisting of an earthen ramp and a staging area, mechanical dredging from barges or floating work platforms, construction and working behind a cofferdam, replacement of inlet gate, design of slide gate, hydraulic steel structures, and concrete repair to Headwall. The offeror is required to submit a Technical Approach demonstrating their approach to performing the required work as outlined in the scope of work and associated references. This includes submitting a project schedule in Gantt chart format using the critical path method (MS Project or Primavera software) and a narrative detailing the plan for completing the work, meeting the schedule, and addressing challenges and site constraints. The offeror's Technical Approach will be evaluated based on various factors such as realistic durations for each required work task sequencing taking into account seasonal work windows, understanding of constraints and a plan for addressing them, and environmental considerations.
