This notice is issued solely for information and planning purposes it does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. This notice does not commit the U.S. Government to contract for any supply or service. Further, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this Sources Sought notice. If the conditions at FAR 19.104-1(a) are met, the contracting officer is required to set the acquisition aside for small business concerns. Accordingly, interested contractors having the skill, capabilities and workload capacity necessary to complete the described project (either through self-performance and/or the managing of subcontractors) are invited to provide their capability statements to the point of contact listed below. All responses will be used to determine the appropriate acquisition strategy for a potential acquisition.
The purpose of this notice is to obtain a snapshot of current market capabilities and gain knowledge of potential small business sources to include small business in the following socioeconomic categories: Certified HUB Zone; Woman-Owned Small Business (WOSB) and Serviced-Disabled Veteran-Owned Small Business (SDVOSB); Veteran Owned Small Business (VOSB) and 8(a) small business concerns to provide a Job Order Contract (JOC). Other than small business is encouraged to express interest and submit capability statements as well.
Contractors' capabilities will be reviewed solely for the purpose of determining an appropriate acquisition strategy to include whether this prospective action is appropriate to be set-aside for the small business community or should proceed as an unrestricted full and open acquisition. Other than small businesses are encouraged to respond to this NOTICE to provide a greater context of current market capabilities. However, per the Federal Acquisition Regulations, preference will be given to the small business categories as listed above. In determining the acquisition strategy, the Government must ensure there is adequate competition among the potential pool of available contractors.
PROJECT DESCRIPTION: The requirement and anticipated acquisition strategy is to establish a Firm Fixed Price (FFP), 5 year single award, Indefinite Delivery Indefinite Quantity (IDIQ) JOC for the U.S. Army Corps of Engineers, South Pacific Division (SPD) and Sacramento District (SPK) customers including U.S. Army Military Ocean Terminal Concord (MOTCO) and the Presidio of Monterey/Ord Military Community. These requirements will be achieved through the implementation of Task Orders (TOs) issued against the Single Award Task Order (SATOC) contract, as allowed by DFARS 217.204(e)(i). The anticipated project value is $30,000,000 for a 5-year ordering period.
GENERAL SCOPE:
Work anticipated under this SATOC includes, but is not limited to provide specialty trade alterations, repairs, and construction services with minimal design requirements for minor construction, facility repair, rehabilitation, and alterations for abroad range of renovation and construction work. The JOC is intended to provide rapid response for construction, maintenance, rehabilitation, and repair of real property in a cost-effective manner. Task orders for design only must not be placed against the contract. However, minimal design services related to construction may be required. The successful offeror must be able to perform multiple task orders simultaneously. This work will be accomplished with individual task orders against the SATOC.
The anticipated requirement may result in a solicitation issued late August 2026.

CAPABILITY STATEMENT:
Responses must be limited to ten (10) 8.5 x 11 inch pages with a minimum font size of point 10.
Please provide the following information:
1) Offeror's name, point of contact, phone number, address, e-mail

2) A statement regarding Offeror's socioeconomic type and business size
(Certified HUB Zone; Woman-Owned Small Business (WOSB); Serviced

3) Identify whether your firm is interested in competing for this
requirement as a prime contractor or not. Identify subcontracting, joint
ventures or teaming arrangements that will be pursued, if any.
4) Offeror's experience and capability to complete contracts of this
magnitude and complexity and comparable work performed within the
past 6 years. Describe the Prime's self-performed effort, brief description of
the project, customer name, timeliness of performance, customer
satisfaction, and dollar value of the project -
provide at least 3 examples.
5) How many simultaneous construction projects has your company done
per year over the past three (3) years?
6) How many of the above projects were done as a prime contractor? How
many as a subcontractor?
7) What is the average number of construction projects you have done per
year over the past 3 years?
8) What is your company's bonding capability? Single? Aggregate?
9) Does your company have the capacity to provide performance and
payment bonds up to $5 million?
10) What is your average past performance rating for construction projects
performed in the past 3 years?
11) What is your company's capability/availability for using RSMeans?
12) Does your company have any seasonal or other constraints that may
hamper your ability to perform this requirement year-round?
13) The Government is seeking feedback for a separate co-efficient for each year of the ordering period. Please provide rationale based on your
professional opinion.
