The Federal Bureau of Prisons, Field Acquisition Office, located in Grand Prairie, Texas intends to solicit for the provision of Mortuary Services as prescribed below at the Federal Medical Center (FMC) in Lexington, Kentucky 40511. The contract type is an indefinite delivery/requirement type contract with firm fixed pricing. The contract period will consist of a base period from date of award through 12 months, with four (4) one-year option periods and an optional six-month extension. The North American Industrial Classification (NAICS) code is 812210 Funeral Homes and Funeral Services, (Size Standard of $12.5 Million). The contractor must be properly licensed to perform both burial and embalming, in the State of Kentucky (following Kentucky Administrative Regulations (KAR) Title 201 Chapter 015, Regulation 110). The contractor must agree that the quality of all materials and services furnished will not be inferior to the specifications. All state and interstate shipment laws relating to the embalming, preparation, burial, and shipment of the body must be fully observed and complied with, and in any case wherein the state law contains Requirements more rigid than the requirements set forth herein, such laws will be controlling. The contractor will also maintain insurance necessary to cover all potential losses. The contractor will hold harmless FMC Lexington from all third-party claims that may arise from the operation of this contract

Provision of mortuary services may include, but is not limited to transportation, embalming, body preparation, clothing, filing of certificates and permits, casket, shipping, cremation, and burial services. Mortuary services shall be performed for the male and female AIC population housed at the Federal Medical Center (FMC) Lexington, located at 3301 Leestown Road, Lexington, Kentucky 40511, who become deceased during incarceration.

The solicitation will be made available on or about May 27, 2024, and will be distributed solely through the website at www.sam.gov. Hard copies of the solicitation will not be available. All future information concerning this acquisition, including solicitation and amendments, will be distributed solely through this website. The site provides downloading instructions. Background
The Federal Bureau of Prisons (BOP), specifically the Field Acquisition Office in Grand Prairie, Texas, is seeking to establish a contract for Mortuary Services at the Federal Medical Center (FMC) located in Lexington, Kentucky.

The goal of this contract is to provide necessary mortuary services for the Adult in Custody (AIC) population who pass away during their incarceration. The BOP's mission includes ensuring humane treatment and care for individuals in its custody, which extends to providing dignified handling of deceased individuals.

Work Details
The contractor will provide a range of mortuary services including but not limited to: transportation of the deceased, embalming, body preparation, clothing provision, filing of necessary certificates and permits, casket provision, shipping arrangements, cremation services, and local burial services.

All services must comply with Kentucky state laws regarding burial and embalming. The contractor must be available 24/7 for notifications regarding AIC deaths and must respond within four hours of notification to pick up the deceased from designated locations such as FMC Lexington or local hospitals.

The contractor is responsible for ensuring that all religious practices of the deceased are respected during embalming and preparation. Additionally, the contractor will maintain insurance coverage for potential liabilities and hold FMC Lexington harmless from any claims arising from contract operations.

Period of Performance
The contract will have a base period lasting 12 months from the date of award with four optional one-year extensions available and an additional optional six-month extension.

Place of Performance
Mortuary services will primarily be performed at the contractor’s funeral home located within a reasonable distance from FMC Lexington.
