THIS IS A SYNOPSIS NOTICE ONLY. THIS IS NOT A REQUEST FOR OFFERS, QUOTES OR PROPOSALS.

The Department of Housing and Urban Development (HUD), Office of Single Family Asset Management (OSFAM), National Servicing Center (NSC) requires contractor support to provide Mortgagee Compliance Manager (MCM) services. Please See Attachment.

Background
The Department of Housing and Urban Development (HUD), specifically the Office of Single Family Asset Management (OSFAM) and the National Servicing Center (NSC), is seeking contractor support for Mortgagee Compliance Manager (MCM) services.

The HUD oversees the Federal Housing Administration (FHA) which manages the single-family mortgage insurance program, providing protection to lenders against potential losses. HUD is responsible for managing a significant inventory of single-family homes acquired through this program, aiming to encourage home ownership and optimize returns to FHA insurance funds.

HUD operates through four Homeownership Centers located in Philadelphia, Atlanta, Denver, and Santa Ana.

Work Details
The contractor will provide Mortgagee Compliance Manager services focusing on pre-conveyance and post-conveyance activities related to Real Estate Owned (REO) assets. Responsibilities include:
- Reviewing property inspection reports to ensure properties are conveyed in 'conveyance condition'.
- Verifying that marketable title is conveyed to HUD.
- Resolving conveyance exceptions.
- Providing guidance to mortgagees regarding pre-conveyance and post-conveyance responsibilities.
- Utilizing HUD’s REO system of record and other systems for task execution.
- Ensuring real-time access to all pertinent documents, reports, and information related to Mortgagee Compliance.

Specific services include:
- Pre-Conveyance Activities: Extensions of Time Reviews, Over-Allowable Reviews, Occupied Conveyance Reviews, Surchargeable Damage Reviews.
- Post Conveyance Activities: Claim Reviews, Title Evidence Review and Approval, Voluntary Deed Execution, Administrative Remedies Review, Reporting, Document Administration, Customer Service, Transition In Services.

Period of Performance
The contract will include a 12-month base period with four 12-month options, allowing for a total service life of up to five years.

Place of Performance
The services will be performed at various locations associated with HUD's operations across the United States.
