Woodrow Wilson Keeble Memorial Health Care Center at Sisseton, South Dakota plans to procure, on a sole source basis, licensing and support for Morris-Systems Inventory Management Software from:

The response close date of the notice for this requirement is in accordance with FAR 5.203(b). This acquisition will be processed under FAR Part 12 Acquisition for Commercial Items and will be made pursuant to the authority in FAR Part 13.106-1 (b)(1) and is exempt from the requirements of FAR Part 6. The North American Industry Classification System code (NAICS) is 541519 - Other Computer Related Services, and the small business size standard is $34M.

The mission of the Sisseton Indian Health Service is to provide the best possible healthcare services to the Native American population on the Sisseton Wahpeton Sioux Tribe Reservation. To achieve this mission the Service Unit has identified the need for a Non-Personal Service Contract for supply inventory system for the Property & Supply Department.

The Property & Supply Department is responsible for keeping inventory on hand to meet the needs of medical staff along with administrative offices. The purpose of using the M-Systems software is to maintain a solid awareness of the facility's needs. The software is especially useful in tracking supply usage and preventing waste due to ordering surplus items and having to dispose of them when they expire. M-System software is not only essential for Inventory Management but is instrumental in providing accurate information when reporting to Headquarters.

Morris System is mandated by IHS as the only vendor for this inventory management service. HHS has determined that Morris Systems is the only known source for this requirement.

This notice is not a request for competitive quotations. However, if any interested party, especially an Indian Economic Enterprise (IEE). and Indian Small Business Economic (ISBEE), or small business, believes it can meet the Government's needs, it may submit a capability statement, proposal, or quote for the Government to consider. The response and any other information furnished must be in writing and must contain sufficient details to allow NCI to determine if the party can perform the requirement.

Responses to this notice shall be submitted via email to Miguel Diaz, at miguel.diaz@hhs.gov, no later than 12:00 P.M. EST on Friday, June 06, 2026 (06/05/26).

A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered for the purpose of determining whether to conduct a competitive procurement. The Government reserves the right to use the information provided by respondents for any purpose deemed necessary and legally appropriate. To receive an award, Contractors must be registered and have valid certification through SAM.GOV. Please reference the notice number 7571TE-NOI-IHS1521564 on all correspondence.

This notice also serves as a Sources Sought for Indian Economic Enterprise (IEE) and Indian Small Business Economic (ISBEE). This is NOT a solicitation for proposals, proposal abstracts, or quotations. The objective of this is to identify potential IEE and ISBEE vendor that can provide services for the Indian Health Service (IHS).

ELIGIBLE VENDORS: Businesses MUST be Indian Economic Enterprises (IEEs) (at least 51% Indian owned and controlled). All respondents shall be registered in the System for Award Management (SAM) located at https://www.sam.gov.

SMALL BUSINESS STATUS: Provide business size and socioeconomic status (e.g., ISBEE, IEE), along with your UEI, organization name, address, and point of contact. The anticipated NAICS code for this requirement is 541519 - Other Computer Related Services.

ADDITIONAL INFORMATION: Provide any additional information that may assist the Government in refining its acquisition strategy or determining whether a competitive set-aside or other RFO-aligned commercial approach is appropriate.

Capability Statement Submission Instructions: Interested companies should review the attachments and then submit a response that provides feedback, if any, on the attached and that addresses all of the information listed. Capability statements and responses shall be submitted via email to miguel.diaz@hhs.gov no later than 12:00 PM EST on June 06, 2026. Please provide enough detail and depth to enable Government review and assessment. The due date for receipt of statements is June 06, 2026, 12:00 PM, EST.
