Morovis NC Ground Maintenance Services

Background
The Department of Veterans Affairs, National Cemetery Administration (NCA), is responsible for honoring Veterans with final resting places and lasting memorials that commemorate their service.

The Morovis National Cemetery, located in Puerto Rico, is one of two cemeteries in the commonwealth that conducts ceremonies and committal services. The NCA has established strict standards for the management, maintenance, and appearance of these cemeteries to reflect the nation's respect for those interred there.

Work Details
The Contractor shall provide all labor, materials, equipment, tools, and supplies necessary to perform grounds maintenance services at the Morovis National Cemetery. This includes:

1. General Maintenance Services: Maintaining an acceptable appearance of cemetery grounds according to NCA Operational Standards and Measures.

2. Turf Maintenance: Mowing, edging, trimming, irrigation operation, inspections and maintenance, fertilizer application, pest control, flat marker cleaning, pressure washing, and storm damage clean-up.

3. Gravesite Maintenance: Refilling and leveling sunken graves using suitable soil; re-establishing turfgrass; replacing sod as designated by the Contracting Officer Representative (COR).

4. Ceremony Support: Setting up and taking down for ceremonies including placement of chairs and directing traffic.

5. Headstone Services: Transporting, setting, raising, and realigning headstones; ensuring they are installed correctly within ten calendar days of receipt.

Period of Performance
The contract period will consist of a base period from the date of award through one year with four one-year renewal options if exercised.
