Moody's Analytics - RiskCalc Plus and CreditView Databases

The Internal Revenue Service (IRS) Midstates Area Procurement Office intends

to issue on a sole source basis with Moody's Analytics, 7 WTC, New York, NY

10007 for an annual subscription to their credit rating databases, Moody's

RiskCalc and Corporate Research. The subscription required can only be

provided by Moody's Analytics because it is proprietary to the vendor and no

other vendor may provide this subscription. The North American Industry

Classification System (NAICS) Code is 519130. The resulting contract will be for

a base year and one twelve-month option, with a period of performance from September 15, 2020 through September 14, 2022.

The Government intends to solicit and award with one source under the authority

of FAR 6.302-1. This notice of intent is not a request for competitive proposals.

Any other interested organizations must submit a written statement of their

capabilities and qualifications to fulfill this requirement to the identified point of

contact as soon as possible, but not later than 8:00 am (CST) on September 15,

2020. E-mailed statements are acceptable, but the senders bear full

responsibility to ensure complete transmission and timely receipt. All inquiries

Any such statement of capabilities and qualifications received by the deadline will

be evaluated solely for the purpose of determining whether or not to conduct this

procurement on a competitive basis. A determination by the Government not to

compete this requirement based upon responses to this notice is solely within the

discretion of the Government.
