This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with FAR Part 12. This announcement constitutes the only solicitation. Offerors shall submit the documents uploaded (5 & 6) to this notice along with any other required documentation.

Solicitation number FA520926Q0009 is issued as a Request for Quote (RFQ) for Monitoring of Threatened and Endangered Species and Control of Invasive Species for Critical Habitat Management at USAG Japan Facilities in Japan.

Background
The solicitation FA520926Q0009 is issued by the United States Army Garrison (USAG) Japan as a Request for Quote (RFQ) for the monitoring of threatened and endangered species and control of invasive species for critical habitat management at various USAG Japan facilities.

The goal of this contract is to ensure compliance with environmental regulations and to protect biodiversity within the installations in Japan.

Work Details
The contractor shall provide all necessary labor, personnel, supervision, management, tools, equipment, transportation, materials, and any other items or services necessary to perform monitoring of Threatened and Endangered Species (TES) including near threatened species and control of invasive species at Camp Zama (CZ), Sagami General Depot (SGD), Sagamihara Family Housing Area (SFHA), Yokohama North Dock (YND), Kawakami Ammunition Depot (KAD), Akizuki Ammunition Depot (AAD), and/or Hiro Ammunition Depot (HAD).

Specific tasks include:
1. Monitoring of Threatened and Endangered Species:
- Monitor target species and their habitats to assess inhabiting and growth situations.
- Collect data on floral species including quantification, identification of height, leaf size, leaf color, anthesis & seed setting condition, habitat condition, soil condition, etc.
- Monitor faunal species including quantification of adults, juveniles, eggs, nests; identification of age, sex; habitat/nest location; evidence of inhabitation; and conditions affecting the species & habitats.
- Conduct fixed-point observations for specific bird species such as Falco peregrinus (Peregrine Falcon) and Accipiter gentilis (Northern Goshawk).
- Seasonal monitoring of Zizina emelina Emelina (Sylvia's Grass Blue) and their larval food plant at KAD.
- Maintain protection areas for specific plant species at SGD by removing competing species and maintaining ground surfaces.
2. Control of Invasive Species: Perform monitoring and removal activities as specified in the Performance Work Statement.
