Monaco Enterprises Inc. Notice of Intent to Sole Source

Background
The 87th Civil Engineer Squadron of the Department of the Air Force is seeking to procure Preventative Maintenance and Inspection (PMI) services from Monaco Enterprises Inc. This system is critical for monitoring fire alarms across Joint Base McGuire-Dix-Lakehurst, serving as the main platform for all emergency-related activities.

The justification for a sole source procurement is based on the fact that Monaco Enterprises owns the system utilized in the emergency dispatch center, ensuring compatibility and safety without risking life safety through non-compatible third-party equipment.

Work Details
The contractor shall provide all management, tools, supplies, equipment, and labor necessary to maintain continuous and safe operations during preventative maintenance inspections and tone panel programming at Joint Base McGuire-Dix-Lakehurst. The scope includes:
- Preventative maintenance, inspection/testing, repair, load testing, configurations, programming, software updates, and certification of equipment as per local, state, federal laws/regulations and NFPA codes.
- Maintain records of all services performed.
- Prepare written reports documenting work performed including location, type of equipment, repairs completed, dates of service, technician details, and overall condition.
- Repair mechanical/electrical deficiencies found during inspections if under warranty.
- Follow guidelines from NFPA and OSHA.
- Provide site access for installation work and training; ensure operators are available for training on the D-21 system during site visits.
- Ensure compliance with environmental laws regarding waste disposal and handling hazardous materials.

Period of Performance
The work shall be scheduled no later than 30 days after contract award and completed within 180 days of the scheduled date.
