Description

This acquisition is for the manufacture and delivery of the modular scalable vest, generation II, and its components and is made in accordance with specification AR/PD 15-03 REV F, Amendment 3, dated May 3, 2021. The Government plans to have three (3) tier periods under any resultant contract. Tier one (1) will have a performance period from the date of award through 547 days (or 18 months) thereafter. Tier two (2) will have a performance period immediately following tier one (1) through 365 days thereafter. Tier three (3) will have a performance period immediately following tier two (2) through 365 days thereafter.

First article testing is required under this contract as outlined in the specification.

A separate CLIN will be included for first article testing samples, which will serve as the contract minimum.

Once approved, any quantity may be ordered up to the maximum quantities provided.

Monthly maximum quantities: 15,500 for Lots 1 & 2; 10,500 for Lot 3.

Production lead-time: 120 days after first article test approval for initial and subsequent deliveries.

Period of Performance
Tier 1: Date of award through 547 days thereafter; Tier 2: Immediately following Tier 1 through 365 days; Tier 3: Immediately following Tier 2 through 365 days.

Place of Performance
Deliveries FOB destination with inspection and acceptance at the source: Travis Association for the Blind (Austin, TX); Peckham Inc. (Lansing, MI); Lion Vallen Industries (Pendergrass, GA).

Bidder Requirements
Small Business Set-Aside for Lot 3.

All textile materials and components must be grown, reprocessed, reused, melted, or produced in the United States, its possessions, or Puerto Rico unless DFARS 225.7002-2 exceptions apply (Berry Amendment).

First article testing per specification is required.
