Modular Power Enclosures and Modular Secure Communications Enclosures

Background
The U.S. Army Engineering and Support Center, Huntsville (CEHNC) is conducting market research to identify firms capable of designing, manufacturing, procuring, delivering, installing, integrating, testing, and commissioning Modular Power Enclosures and Modular Secure Communications Enclosures for high-capacity power generation and secure communications applications at various CONUS locations.

The anticipated requirement spans up to approximately twenty (20) CONUS sites, with a total estimated program magnitude of up to $700,000,000.

Work Details
The contract will involve the following tasks:

1. Design and development of modular power enclosures supporting approximately 2.2 MW site loads configured for N+2 redundancy, including primary 12.47 kV switchgear with an expandable bus to support up to approximately 15 MW of total generation/load.

2. Manufacturing of diesel reciprocating internal combustion engine (RICE) generators meeting N+2 redundancy and Tier 4 compliance.

3. Provision of fuel and DEF storage supporting approximately 7-day runtime at full load.

4. Development of Battery Energy Storage System (BESS) supporting an approximate discharge rate of 2.5 MVA for 30 minutes.

5. Implementation of hard-lock Supervisory Control and Data Acquisition (SCADA) for monitoring and control of generators and switching operations.

6. Construction of modular secure communications enclosures accredited under ICD/ICS 705, meeting TEMPEST/RF shielding requirements.

7. Installation of electronic security systems including Access Control Systems (ACS), Intrusion Detection Systems (IDS), and Video Surveillance Systems (VSS).

8. Provision of self-contained fire suppression systems along with fire/smoke detection and alarm systems.

9. Ensuring that all enclosures meet environmental hardening standards for extreme conditions.

Period of Performance
The anticipated program completion objective is on or before June 30, 2028.

Place of Performance
Various CONUS locations.

Bidder Requirements
Bidders must demonstrate relevant experience in providing modular/factory-integrated power enclosures or secure communications enclosures for Government or DoD applications.

They should have capabilities in manufacturing within a secure facility that can accommodate government inspections during fabrication and installation processes.

Bidders must also be able to provide registered professional engineer certifications as well as meet security clearance requirements for personnel involved in the project.
