This is a combined synopsis/solicitation for commercial products prepared in accordance with the Format in Subpart 12.6, as supplemented with additional information in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation is issued as a Request for Quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2025-03 dated January 17, 2025. This requirement is being solicited as a Total Small Business Set Aside using FAR Part 12 Acquisition of Commercial Items and FAR Part 13 Simplified Acquisition Procedures. The NAICS Code is 332312 Fabricated Structural Metal Manufacturing with a small business size standard of 500 Employees. The solicitation number is 6923G525Q0544.

**NOTE: Offerors must be registered in SAM.gov and have an active registration at the time of this solicitation closing.

SCHEDULE OF SUPPLIES/SERVICES: See Attachment B Pricing Sheet.

DESCRIPTION OF WORK: The Contractor shall provide modular floating dock system and accessories. All in exact accordance with this solicitation and attached Statement of Work (Attachment A).

CONTRACT TYPE: This solicitation is a Request for Quote (RFQ) that will result in the award of a firm fixed price contract under FAR Part 12 and FAR Part 13, subject to the availability of funds.

CONTRACT PERIOD OF PERFORMANCE: The awarded vendor shall deliver materials to GLS no later than 60 days after award.

PLACE OF PERFORMANCE: The awarded vendor shall deliver all materials to GLS Receiving Warehouse located at 251 Fregoe Road, Massena, NY 13662.

QUESTIONS DUE DATE: Questions must be sent via e-mail to chora.snyder@dot.gov arriving no later than May 05, 2025, 2:00 PM EST. After this due date further requests may not be accepted due to time constraints. For questions regarding this solicitation, email chora.snyder@dot.gov.

Background
The Great Lakes St. Lawrence Seaway Development Corporation (GLS) has a requirement to purchase a modular floating dock system and accessories to ensure compliance with OSHA regulations mandating readily available rescue skiffs when work is performed around water.

This system will be installed on the south side of both Eisenhower and Snell Lock in Massena, NY, to facilitate quick access for personnel conducting water rescues in emergencies.

Work Details
The Contractor shall provide the following items as part of the modular floating dock system:
- Quantity 4 – Ramp Abutment Kits: Includes metal angle bracket plate and necessary hardware for attachment to the dock ramp.
- Quantity 4 – Dock Ramps with Hinges: Tapered, hinged ramps made of durable, UV-protected polyethylene, dimensions approximately 60 inches wide and 152 inches long.
- Quantity 4 – Low-Profile Dock Buoyancy Boosters: Rotomolded floats providing approximately 350 lbs of buoyancy.
- Quantity 12 – Modular Dock Sections: Textured top deck, UV-protected rotomolded polyethylene, dimensions approximately 60 inches wide, 120 inches long, and 17 inches high.
- Quantity 4 – Half-Round Dock End Caps: UV-protected rotomolded polyethylene, dimensions approximately 60 inches wide and 40 inches long.
- Quantity 12 – Dock Connection H-Beams: Durable rotomolded polyethylene for connecting dock sections.
- Quantity 4 - Drive-on PWC Ports: Features for ease of entry and hull protection for personal watercraft.
- Quantity 4 – PWC Port Side Connection Kits: Hardware for attaching PWC ports to the dock system.
- Quantity 4 – Raised Pipe Sleeve Pairs: Designed to fit inside mounting pockets on existing PWC ports.
- Quantity 4 – Raised Heavy-Duty Post Bracket Kits: For incorporating dock posts into the floating dock system.
- Quantity 112 Feet – Galvanized Steel Pipe: Sold per foot in pieces of 14 feet each.
- Quantity 8 – Mud Augers;
- Quantity 8 – Dock Ramp Handrails: Constructed of tubing with safety features; dimensions include a top rail at 36" off the deck and a mid-rail at 18" off the deck.
- Quantity 24 – Handrail Brackets: Aluminum brackets for mounting handrails.

Period of Performance
The awarded vendor shall deliver all materials no later than 60 days after award.

Place of Performance
All materials are to be delivered to GLS Receiving Warehouse located at 251 Fregoe Road, Massena, NY 13662.
