Background
This Request for Proposal (RFP) is issued by the Department of Homeland Security for a Single Firm Fixed Price Contract Award for Modular Classroom Roof Repairs at the Federal Law Enforcement Training Center (FLETC) in Glynco, GA. The goal of this contract is to address roofing issues in various modular classrooms utilized for agency training.

The contract is set aside for small businesses located in SBA Region IV, which includes Georgia, Alabama, South Carolina, Florida, Mississippi, Kentucky, North Carolina, and Tennessee. The estimated construction magnitude is between $1,000,000 and $5,000,000.

Work Details
The contractor will be responsible for providing all labor, materials, tools, equipment, and supervision necessary to repair or replace EPDM (Ethylene Propylene Diene Monomer) roofing systems on multiple modular classrooms. Specific tasks include:
- Leveling modular classrooms due to settling.
- Replacing roofs due to leaks on buildings 904, 709, 711, 743, 744, 747, 759, 768, 774, 797, 712, 713 and 714.
- Removing damaged roofing materials and inspecting underlying structures.
- Installing new EPDM membranes and ensuring structural stability and proper alignment of the modular classrooms.

The contractor must also prepare the site for repair and installation as detailed in the Statement of Work (SOW) Attachment 1.

Period of Performance
The period of performance for this contract will be from March 20, 2026 to March 19, 2027.

Place of Performance
The construction projects will be performed at the Federal Law Enforcement Training Center located at 1131 Chapel Crossing Road, Glynco GA.
