W15QKN-25-X-12PN - Modular Artillery Charge System (MACS) PA161 and PA103A2 Metal Containers:

The U.S. Army Contracting Command-New Jersey (ACC-NJ), Picatinny Arsenal, NJ 07806-5000, on behalf of the Project Manager Combat Ammunition Systems (PM-CAS), both located at Picatinny Arsenal, New Jersey, is conducting market research to identify potential qualified sources capable of manufacturing and delivering the PA161 and PA103A2 Metal Containers. The PA161 and PA103A2 Containers are square rimmed six-inch diameter cylindrical steel shipping and storage containers between 31 and 38 inches in length, used for the 155mm M231 and M232A1 Modular Artillery Charge System (MACS). The purpose of this market survey is to obtain current information on the capability of potential sources to deliver the Metal Containers in support of FY26 FY31 requirements.

The 155mm M231 & M232-series propelling charges, known as MACS, consist of two different propelling charges that provide a complete zoning solution for 155mm Artillery applications by using multiples of a basic increment. The M231 charges are used at lower zones (Zones 1 & 2), while M232-series charges are used at progressively higher zones as required. A total of four M231 MACS are packed per PA161 container while five M232A2 MACS are packed per PA103A2 container. These containers were developed to protect the MACS Charges throughout the Army's stringent logistic environments and have design features that improve the insensitive munitions characteristics for the MACS system.

To be considered a capable source for this effort, all interested sources must submit the following information:

  1. Provide evidence of capabilities including an ability to produce a combined total of the PA161 and PA103A2 Metal Containers at a production rate of approximately 10,000 units per month and any capability to surge to 92,000 units per month;
  2. Past manufacturing experience with PA161 and PA103A2 Metal Containers within the last ten (10) years;
  3. Description of facilities, personnel (numbers, experience, specialized skill sets), key raw material sources, and environmental compliance as it relates to the above production efforts;
  4. Provide a summary and evidence of in-house Quality Assurance System(s) in order to support this production program;
  5. A general understanding of United States Government container testing requirements;
  6. Provide company name, address, telephone number, email address, technical point of contact, and company size (please specify as either a Large Business, Foreign-Owned Business, Small Business, Small Disadvantaged Business, 8(a) concern, Woman-Owned Small Business, Historically Underutilized Business Zone concern, Veteran-Owned Small Business, or Service-Disabled Small Business).

All companies interested in this notice must be registered in System for Award Management (SAM).

This market survey is for informational and planning purposes and shall NOT be construed as a Request for Proposal. The Technical Data Package (TDP) will be provided upon request for information only. The M231 Type TDP is marked Distribution F (Further Dissemination only as directed by PM CAS). The M232 Type TDP is marked Distribution D, therefore distribution will only be authorized to the Department of Defense (DoD) and United States DoD Contractors. To receive the TDP, contractors are required to submit a signed and completed DD Form 2345, Militarily Critical Technical Data Agreement; AMSTA-AR Form 1350, Technical Data Request Questionnaire; and Non-Disclosure Agreement (NDA).

If the TDP for this effort is provided, a Certificate of Destruction form shall be completed and submitted by any contractor in receipt of the TDP, upon this sources sought notice closing.

All information is to be submitted at no cost or obligation to the Government. If a formal solicitation is generated at a later date, a solicitation notice will be published. Please identify and appropriately mark any proprietary information submitted. All information provided will not be returned and will be held in confidential status.

All market information sought in this notification must be provided within 15 days of this notice by electronic mail only at no cost to the Government.
