Background
NASA/NSSC has a requirement for Modified Hydrogen Electric Power System Procurement. NASA/NSSC intends to issue a sole source contract to Teledyne Energy Systems, located at 10707 Gilroy RD Hunt Valley Maryland 21031 – 1311 United States, as they are the sole provider of this procurement. The goal is to advance NASA’s Regenerative Fuel Cell (RFC) Project, which aims to develop an energy storage architecture capable of sustaining human presence on the lunar surface. This involves evaluating Teledyne Energy Systems, Inc. (TESI)’s ejector-driven reactant fuel cell technology in a modified hydrogen electric power system (mHEPS) configuration.

Work Details
Teledyne Energy Systems will modify their Hydrogen Electric Power System (HEPS) to support independent operation at NASA Glenn Research Center (GRC). The modifications include:

1. **Coolant Loop Modification**: Design and implement changes to integrate with NASA GRC’s coolant infrastructure while maintaining thermal stability at increased power levels.
2. **Electrical Load Interface Modification**: Specify and implement new load cabling and interface hardware to match NASA GRC’s electrical load configurations and safety requirements.
3. **Ejector and Reactant Supply Modification**: Modify nozzles/mixers and passive ejectors for stable reactant recirculation and generate performance curves for test planning.
4. **Controls Subsystem Updates**: Update control algorithms for stable operation above 1 kW, targeting 1.5 kW, including safety logic implementation.
5. **Power Increase Validation**: Conduct testing to demonstrate the system's ability to achieve targeted power levels under representative conditions.
6. **Documentation Development**: Create a comprehensive Standard Operating Procedure (SOP) detailing system operation, inspections, fault detection, and safety procedures, along with an as-built configuration package including updated drawings and validation testing summaries.

Period of Performance
The contract includes milestones such as submission of the kick-off presentation within two weeks after award, delivery of the mHEPS SOP three months after award, and delivery of the mHEPS along with associated documentation four months after award.

Place of Performance
NASA Glenn Research Center (GRC), located in Cleveland, Ohio.

Bidder Requirements
