This is a SOURCES SOUGHT announcement, a market survey for information only, to be used for preliminary planning purposes. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS NOTICE. No reimbursement will be made for any costs associated with providing information in response to this NOTICE or any follow up information requests. Not responding to this notice does not preclude participation in any future procurement. Respondents will not be notified of the results of the evaluation.

The U.S. Army Corps of Engineers Fort Worth has been tasked to solicit for and award a construction contract to construct the first phase of the North Bypass Channel in support of the Modified Central City project. The proposed procurement will be a competitive, firm-fixed price, design bid build contract procured in accordance with FAR 15, Negotiated Procurement using Best Value trade-off process. The type of set aside decision will be determined based on responses received to this NOTICE and other market research methods .

The acquisition strategy outline under Federal Acquisition Regulation Subpart 6.1, full and open competition or 6.2, full and open competition after exclusion of sources will be based on responses received from this announcement and other market research methods utilized.

The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of industry, to include the Large and Small Business Community: Small Business, Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Service-Disabled Veteran-Owned Small Business (SDVOSB), and Women-Owned Small Business (WOSB). The Government must ensure there is adequate competition among the potential pool of responsible contractors. Small business, Section 8(a), HUBZone, SDVOSB, WOSB businesses are highly encouraged to participate.

SCOPE OF WORK: The Government is seeking qualified, experienced sources capable of performing the construction of approximately 3,900 feet long and 300 feet wide bypass channel consisting of a floodwall on the east side (right bank) and an earthen levee on the west side (left bank). The project includes a combination of flood risk management, betterment features, pedestrian walkways and bridges, lighting, plaza parks, landscaping, kayak launches, accessibility with signage, storage areas, and stormwater infrastructure. Project challenges will require the successful contractor to be able to coordinate with multiple stakeholders, both public and private, and perform blasting and dewatering efforts. Project constraints include construction in active and congested areas within the City of Fort Worth.

In accordance with FAR 36/DFARs 236, the estimated construction price range for this project is between $100,000,000 and $250,000,000.

The estimated duration of the project is 2 2.5 years.

Minimum capabilities required include same/similar experience of construction with a contract value of at least $50,000,000 that includes construction of a minimum 0.5-mile-long, 10-foot-deep channel, or construction of a minimum of a 0.5-mile-long levee or floodwall.

The North American Industry Classification System code for this procurement is 237990 which has a small business size standard of $45.0M.

The Product Service Code is Y1KB, Construction of Canals.

Small Businesses are reminded under FAR 52.219-14, Limitations on Subcontracting. Firm will not pay more than 85% of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count toward the 85% subcontract amount that cannot be exceeded.

Prior Government contract work is not required for submitting a response to this NOTICE. However, respondents are reminded that all construction performance must follow the USACE Safety and Health Requirements Manual, Engineer Manual (EM) 385-1-1, and must also comply with all Federal, State and local laws, ordinances, codes and/or regulations.

Firm's response to this NOTICE shall be limited to 5 pages and shall include the following information:

1. Unique Entity Identification (UEI), Firm's name, address, point of contact, phone number, and e-mail address.

2. Firm's interest in bidding on the solicitation when it is issued.

3. Firm's capability to perform the magnitude and complexity outlined in the Scope of Work above within the past 6 years:

a. Brief description of the project, customer name, and dollar value of the project) provide at least 3 examples

4. Firm's Business Size LB, SB, 8(a), HUBZone, SDVOSB, or WOSB.

6. Firm's Joint Ventures (existing), including Mentor Prot g s and teaming arrangement information is acceptable

7. Firm's Bonding Capability (construction bonding level per contract, duration limitations of bond, and aggregate construction bonding level, both expressed in dollars). EXAMPLE: $500M Single, 7 years per bond, $2B Aggregate

Anticipated solicitation issuance date is on or about November 2024, and the estimated proposal due date will be on or about January 2025.

The official synopsis citing the solicitation number W9126G24R0133 Modified Central City, North Bypass Channel will be issued at the Government Point of Entry for Federal Contracts as required in FAR 5.102.

All interested firms must be registered in the System for Award Management SAM to be eligible for award of Government contract.
